The City has reduced its wastewater flow projections in response to Council con~ents. The Commission offers the following comments and recommendations: 1) The revisions indicate that the City has submitted a resolution requesting the Metropolitan Council to amend the Water Resources Management Plan to..include construction of the second Ramsey connection by 1984o As the project is not programmed in the 1982-1987 Development Program, the Commission should be advised as to the development framework for this area and kept informed of the-status of this request. 2) 3) The plan should indicate the minimum design'standards regarding infiltration/inflow into the sanitary sewer system for new construction. A copy of the City's on-site sewage disposal system ordinance should b-e suDmttted as part of the plano In addition, the plan should clarify if licensfng of septic tank pumpers is required. The City should esta§lish a program to license septic pumpers and require pumpers to report the amount of septage and location of septage disposal sites on an annual basis. Licenses should be issued to those_who meet training and knowledge requirements as evidenced by the satisfactory completion of a certifications program. 4) The City should report to the Commission the following information annually: a) Number of building permits where on-site systems are installed b) Number and location of reported on-site system problems.
