300 1VIetro Square ]~uildiz~g, 7th Street and Robert Street, Saint Paul, Minnesota 55101 Area 61~, 291-6359 <br /> <br />July 1, 1980 <br /> <br />TO: METROPOLITAN AREA CITIZENS AND LOCAL GOVERNMENT'OFFICIALS: <br /> <br />Draft guidelines establishing a procedure for review of-proposed amendments to <br />local comprehensive plans are enclosed. The Metropolitan Council will hold <br />a public hearing on Thursday, July 31, at 2 p.m., in the Council chambers <br />to receive comments on the proposed guidelines. <br /> <br />The Metropolitan Land Planning Act requires counties,: cities and townships <br />that wish to amend their comprehensive plans to roi.low the same review and <br />approval procedure they used when adopting their' plans. This means that <br />local governments must submit proposed.amendments to adjacent commun[ti'es and <br />affected school districts for comment, and to the Metropolitan Council for review. <br /> <br />The proposed guidelines ii'st 12 types of cBanges in local comprehensive plans <br />that are amendments. These changes fall into three basic categories: changes <br />in local sewer service systems, change~-that may have impacts on regional <br />facilities and systems, and changes that may affect planned population density <br />in rural service areas identified in local plans. The guldel[nes provide for <br />a review period of 90 to 120 days following Metropolitan Council receipt of <br />a proposed amendment. <br /> <br />if you would like to speak at'the hearing, please call Mike Kuehn of the Council <br />staff (291-6482).
