Schnelle, Administrator <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Anoka, Minnesota .55303 <br /> <br />Re: Contract No. 78100 <br /> <br />Dear Mr. Schnelle: <br /> <br />I was just about to prepare a "payment authorization" for Ramsey's <br />grant funds when I found a revised Appendix A attached to the <br />fifth copy of the grant agreement. <br /> <br /> According to the old grant application, the total work program <br /> cost was $27,000, and Critical Area funds would satisfy $8,977 <br /> of this amount (this is the "OutSide Assistance"). On the new <br /> Appendix A, none of the Critical Area funds are Shown, and the <br /> total work program'cost has been reduced to $10,826. I assume <br /> that the Critical Area activities are over and above this amount, <br /> so your new total cost is really $19,803. <br /> <br /> There is nothing wrong with your treating Critical Areas separate <br /> and listing the activities in the manner which you have done on <br /> the new Appendix A, and there would be no problem issuing a <br /> check for your initial entitlement of $4,096. However, it would <br /> be to your advantage to include the Critical Areas activities in' <br /> the new Appendix A also to the extent that the activities satisfy <br /> Land Planning Act requirements. <br /> <br /> The reason for this is that for 1978-79 the Council is expected <br /> to allocate an additional $4,412 to Ramsey, thus bringing your <br /> total grant allocation from the Council to $8,508. This $8,508 <br /> by law may not exceed 75% of your total cost of responding to <br /> the Land Planning Act, but with the work program total cost at <br /> $10,826, the $8,508 provides 78%. To be within the 75% limit, <br /> we would have to cut your 1978-79 allocation by $389.
