300 Metro Square Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101 Area 612,' 291-6359 <br /> December 22, 1980 <br /> <br />TO: Metropolitan Area Citizens and Local Officials <br /> <br />The Metropolitan Council will hold a second public hearing on January 22, 1981, <br />ou modified guidelines the Council will use to review amendments to city, <br />co,~ship and county comprehensive plans prepared under the 1976 Metropoiitam <br />Land P!annzng Act. A copy of the public hearing draft, Metropolitan Council <br />Guidelines for Reviewing. Local Comprehensive Plan Amendments, is enclos=d. <br /> <br />The zuid21ines would require local governments to submit all but "hm~sekaeping" <br />amendments and changes to capital improvement programs to the Council for revicw. <br />Ihe Counci2 '~o~Id notify the local goverr~ment within 10 days as to which "level" <br />of review it would conduct: <br /> <br />1. ~r~'oos~q amendments with a potential impact on a metropolitan system -- sewers, <br />tra~spcrnation, pa~ks, airports -- would.be reviewed within 90 days of receipt. <br />The local government could not adopt or implement such an amendment until the <br />Coup?il c~p].eted its review. <br /> <br />2. ~].] other proposed amendments would be subject to a 60-day Council review <br />and co~,mant period for consistency with. other regional plans in the Council's <br />Mecrcpoii~am Development Gaide (eg. housing, health, solid waste). Proposed <br />amendments ~ith no potential impact on a regional plan would be reviewed at <br />the earliest possible Council meeting after rec&ipt. A local government could <br />adcpt 'md i~plement such amendments during the review period. <br /> <br />Th~ p~:opos~d guidelines contain 12 criteria the'Council would use to decide <br />whetter propmsed amendments have a potential impact on a metropolitan sys~'em. <br />The criteria cover amendments that would affect such things as se-~er capgcit7~ <br />staudards fcr on-site sewers, acquisition of land designated for regional parka <br />or reser~e~, metropolitan airport functions, or functions of the metrop~!itar~ <br />highway syztem. <br /> <br />A local gcvernment would also be required to submit propcoed amendments to adjacent <br />communities an~ ~ffected school districts for comment. <br /> <br /> ;' ~__~ <br />An Agency Creat(;d to Coordinate the Planning and Development of the Twin Cities Metropolitan Area Comprising: <br />Anoka County o Carver Cou~ty 0 Dakota County 0 Hennepin County 0 Ramsey County o Scott County o Washington County <br /> <br /> <br />
