SPECIAL PLANNING AND ZONING COMMISSION CITY OF RAMSEY An°ka County State of Minnesota Special Meeting P&Z-1- 11/18/8o Pursuant to due call and notice thereof, the City of Ramsey's Planning & Zoning Commission held a special meeting at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303 on November 18, 1980. Chairman Ken Peterson called the meeting to order at 7:40 P.M. with the following in attendance: Mr. Ron West Mr. Harry Ellis Ms. Kathy Schneider Mr. Ben Deemer Mr. Art Dunn Mr. Kenneth Peterson, Chairman Members Absent: Mr. Gerald Zimmerman Others in Attendance: Mayor Gamec Building Official Berg The purpose of the meeting was to review the Comprehensive Plan. 1. Airport Element Mayor Gamec said the Airport plan was presented to the City Council and what the costs would be and the council panicked. He said the only location is going to be General Mills property and General Mills is not too excited about it. Considering the cost, the question now is does the City really need an airport. It would be a long time before the city's commercial segment would be built up and would have a need for air travel. Once the feasibility study is done, it could come to approximately one and one-half million and $200,000 would be the city's. There are grants, but still it costs 10%. The City can't back down right now and the feasibility study has to be completed. Even if the city approves, it could be eight (8) years before anything could be done. Mr. Ron West entered the meeting at 7:45 P.M. Art Dunn said the noise and housing would be some complications involved. Building Official Berg said the only thing that is not included in "Conditional Use" the plan is the "Intents & Purposes"..The same under "Variances. He said rezoning takes a public hearing and should be included in Item #6 under'"Rezoning Procedure" P & Z Special Meeting Page i 11/18/80
