CONDITIONAL USE PROCEDURE <br /> <br />1) Complete application form provided. <br /> <br />2) Before any Conditional Use Permit can be granted, there <br /> shall be written findings of fact demonstrating compli- <br /> ance with rules governing individual Conditional Use Per- <br /> mits and that satisfactory provisions and arrangements <br /> have been made concerning the following where applicable: <br /> <br />a) <br /> <br />Ingress and egress to property and proposed structures <br />thereon with particular reference to automotive and <br />pedestrian safety and convenient traffic flow and con- <br />trol, and access in case of fire or catastrophy; <br /> <br />Off-street parking and loading areas where required, <br />with particular attention to Item (a) above, and the <br />economic, noise, glare, or odor effects of the special <br />exception on adjoining properties and properties gen- <br />erally in the district; <br /> <br />c) Refuse and service areas, with particular reference <br /> to Items (a) and (b) above; <br /> <br />d) Utilities, with reference to locations, availability, <br /> and compatibility; <br /> <br />e) Screening and buffering with reference to type, dimen- <br /> sions and character; <br /> <br />f) <br /> <br />Signs, if any, and proposed exterior lighting with <br />reference to glare, traffic, safety, economic effect, <br />and compatibility and harmony with properties in the <br />district; <br /> <br />g) Required yards and other open space; <br /> <br />h) General compatibility with adjacent properties and <br /> other property in the district. <br /> <br />Payment of a fee as determined by resolution of the City <br />Council which is commensurate with the cost of processing <br />this application. <br /> <br />The staff shall review and make recommendations to the <br />Planning Commission for their review and action. If a <br />conceptual rendering is needed, 10 copies (or one 8 1/2" <br />x 11") shall be provided by the applicant. The applicant <br />shall receive a copy of the staff report when copies are <br />distributed to the Planning Commission. <br /> <br />After a public hearing, the Planning Commission will make <br />a recommendation on the Conditional Use application and <br />forward it to the City Council. <br /> <br />9O <br /> <br /> <br />
