Vice-Chair LaMere asked what about new language - this is limiting it to the ward that the <br />member was elected in. <br /> <br />Commissioner Deemer stated in the first sentence - separate ward - it should be specific ward. <br /> <br />Commissioner Swanson asked if you couldn't just say "from a ward". <br /> <br />Commissioner Ebel felt that was "sloppy"- it should say a separate ward. <br /> <br />Commissioner Deemer stated it's consistent. <br /> <br />Attorney Goodrich stated if the Charter wants to go ahead with this, you may offer the <br />recommendation of the Charter to the Council and the City Council may enact a Charter <br />amendment by ordinance. <br /> <br />Commissiouer Ebel suggested looking at it all cleaned up. <br /> <br />Vice-Chair LaMere added including the vacancy. <br /> <br />Commissioner Swanson inquired if the Charter Commission waits until December to come up <br />with language, and it ends up being a disagreement on the new City Council, does that mean we <br />have to have a special election. <br /> <br />Attorney Goodrich stated that the Charter could recommend to the Council that the amendment <br />pass by ordinance then it could come back to the Charter if it didn't and the Charter could amend <br />it again or pull it until later. You do not have to dictate a special election. <br /> <br />Commissioner Deemer agreed with that. <br /> <br />Commissioner Swanson stated the Commission could send this with this language as it is or we <br />could come tip with good language tonight. He did not feel the Commission should wait until <br />November. We will not have a hole in the Charter if we add language. <br /> <br />Motion by Commissioner Swanson and seconded by Commissioner Deemer for discussion to <br />send thc proposed language to the City Council (without redlined language) with changes as <br />discussed this evening, and request that Council enact an amendment by ordinance. <br /> <br />Discussion: Commissioner Deemer stated to amend to specifically say that if they cannot pass it <br />unanimously, it should be returned to the Charter Commission with suggested recommendations <br />for the Commissions' discussion. <br /> <br />Comlnissioner Swanson accepted the amendment. <br /> <br />Motion and amendment carried. Voting Yes: Vice-Chair LaMere, Commissioners Swanson, <br />Deemer, Bertzyk, Ebel, and Fischer. Voting No: None.
