ES <br />RE3LIEST FOR GRANTING FINAL pLAT APPROVALTO RIVERVIEW ESTATES <br /> INCLUDING EQB MINIMUM 30 FOOT RIVER TRAIL CORRIDOR <br /> By: Mark S. Banwart, Community Development Director <br /> <br />Backg round: <br /> <br />Todd arid Randy EIofson are requesting final plat approval for their proposed Riverview Estates <br />Subdivision, located South of Highway 10 N.W. and West of the Extension of Sunfish Lake <br />Boulevard Northwest. The Northern portion of the plat will be development commercially and <br />the Southern porlion of the plat consists of 6 single family residential lots along the Mississippi <br />River. Enclosed are the following items for your information: <br /> <br />A. <br />B. <br />C. <br />D. <br /> <br />Proposed final plat. <br />Resolution #88-21 8. <br />Environmental Quality Board letter dated December 6, 1988. <br />Anoka County Department of Parks and Recreation letter <br />dated November28, 1988. <br />Proposed resolution (will be available at meeting). <br /> <br />As you may recall, City Council granted:preliminary plat approval of Riverview Estates on <br />October 25, 1988, contingent upon EQB and DNR approval of Ramsey's proPosed amendment to <br />the Critical Rivers Ordinance. On November 15, 1988, the City Council adopted resolution ¢88- <br />218, which granted final plat approval of RiVerview Estates. This approval was contingent <br />upon: <br /> <br />Elofson's providing proof of.marketable title of property to the City. <br /> <br />DNF{ and EQB approval of Ramsey's proposed amendment to the Critical ,Rivers <br />Overlay District Ordinance. <br /> <br />Park dedication requirements still in accordance with the City's request for park <br />dedication in effect at the time of the subdivision application, which required cash <br />payment at the time of the building permit issuance. In addition, the developer <br />shall deed to the City an additional 3 feet of right-of-way on the South side of <br />Front Street Northwest and provide a cash payment~in the amoun! $4,500.00. <br /> <br />The developer shall enter into a development agreement with the City. <br /> <br />On December 7, 1988, the City received a response from EQB regarding the trail that would <br />traverse Riverview Estates Parcel along a 20 foot wide corridor adjoining the South side of <br />Front Street. EQB recommends that Bulow Addition and Riverview Estates Plats be denied. Aisc <br />that the City is advised to resubmit the pla1 incorporating a minimum 30 foot river trail <br />corridor as recommended by Metropolitan Council and Anoka County staff. <br /> <br />5'5 <br /> <br /> <br />
