CONSIDER AUTHORIZATION TO BEGIN RECRUITMENT PROCESSES FOR NEW POSITIONS PC# By: Givonna Reed, Human Resources Manager Background For several months the City Council has been discussing the 2005 budget and plans to create new positions. The following new positions have been approved as part of the 2005 budget: · Asst. Finance Officer (1 FTE) · Building Inspector (2 FTEs) · Patrol Officer (2 FI'Es) · Human Resources Tech (1 FTE) · Comm. Service Officer (1 FTE) Fire Secretary (.5 FTE) · Public Works Maintenance Worker (2 FTEs During a past work session, the City Council indicated that it would like to hire for certain positions at the beginning of 2005 and mid-year it would like to revisit the issue of hiring for the remaining positions. At the November 23, 2004 City Council meeting, there was consensus that positions that are highlighted above would be filled as early as possible during 2005 and the remaining positions would be hired when time allowed. With City Council approval, staff would like authorization to begin the recruitment processes for all new positions, promotions and reclassifications created in the 2005 budget. It is staff's intent that if authorized to begin the recruitment processes immediately, focus will be given to the positions highlighted above and selected candidates would not begin employment with the City until January 3, 2005 or later. Because of the various projects that are currently underway, staff would prioritize the positions and stagger the recruitment processes as necessary. In addition, there has been some discussion regarding increasing the hours of the Fire Secretary from part-time to full-time. Staff would like direction from the City Council regarding what the hours of this position will be as of January 1, 2005. Staff Recommendation Staff recommends that the Council grant authorization to immediately begin the recruitment processes for an Assistant Finance Officer, Public Works Maintenance Workers (2), Building Inspectors (2), Patrol Officer and other increases in personnel as indicated in the 2005 budget. Staff recommends that the Council provide direction regarding hours (part-time or full- ti me) for the Fire Secretary based upon the discussion.
