CONSIDER AUTHORIZATION TO BEGIN RECRUITMENT <br /> PROCESSES FOR NEW POSITIONS <br /> <br />PC# <br /> <br />By: Givonna Reed, Human Resources Manager <br /> <br />Background <br /> <br />For several months the City Council has been discussing the 2005 budget and plans to <br />create new positions. The following new positions have been approved as part of the <br />2005 budget: <br /> <br />· Asst. Finance Officer (1 FTE) <br />· Building Inspector (2 FTEs) <br />· Patrol Officer (2 FI'Es) <br />· Human Resources Tech (1 <br /> FTE) <br /> <br />· Comm. Service Officer (1 FTE) <br /> Fire Secretary (.5 FTE) <br />· Public Works Maintenance <br /> Worker (2 FTEs <br /> <br />During a past work session, the City Council indicated that it would like to hire for <br />certain positions at the beginning of 2005 and mid-year it would like to revisit the issue <br />of hiring for the remaining positions. At the November 23, 2004 City Council meeting, <br />there was consensus that positions that are highlighted above would be filled as early as <br />possible during 2005 and the remaining positions would be hired when time allowed. <br /> <br />With City Council approval, staff would like authorization to begin the recruitment <br />processes for all new positions, promotions and reclassifications created in the 2005 <br />budget. It is staff's intent that if authorized to begin the recruitment processes <br />immediately, focus will be given to the positions highlighted above and selected <br />candidates would not begin employment with the City until January 3, 2005 or later. <br />Because of the various projects that are currently underway, staff would prioritize the <br />positions and stagger the recruitment processes as necessary. <br /> <br />In addition, there has been some discussion regarding increasing the hours of the Fire <br />Secretary from part-time to full-time. Staff would like direction from the City Council <br />regarding what the hours of this position will be as of January 1, 2005. <br /> <br />Staff Recommendation <br /> <br />Staff recommends that the Council grant authorization to immediately begin the <br />recruitment processes for an Assistant Finance Officer, Public Works Maintenance <br />Workers (2), Building Inspectors (2), Patrol Officer and other increases in personnel as <br />indicated in the 2005 budget. <br /> <br />Staff recommends that the Council provide direction regarding hours (part-time or full- <br />ti me) for the Fire Secretary based upon the discussion. <br /> <br /> <br />
