Beth Neuendorf of MnDOT stated as part of their mill and overlay project MnDOT wanted <br />to look at some of the safety problems in the area of Highway 10, which was identified as <br />high priority, and is slated to be converted to a freeway. The medians proposed for closure <br />have a lot of traffic and accidents. These closures are part of an interim measure. There is <br />no funding set aside for the freeway conversion in the 20 year plan, and in the interim <br />MnDOT would like to improve safety on Highway 10. Access management and closing <br />some of these medians is part of that process. Two of the medians are in the city of Anoka, <br />for which the city of Anoka has forwarded MnDOT a resolution of agreement. <br /> <br />There was extensive discussion on the Feldspar median opening. This intersection carries <br />a lot of Recreational Vehicles (RV) traffic and the property owners that would be affected <br />stated that there would be significant hardship and safety concerns with the closure of that <br />median. Staffwas directed to continue to work with Mn/DOT and the property owners <br />between Ramsey Boulevard and Sunfish Lake Boulevard to find an acceptable solution. <br /> <br />Motion to recommend to City Council that the City send a letter of support for the closure <br />of the following medians on Highway 10 and to continue to work with Mn/DOT and <br />property owners between Ramsey Boulevard and Sunfish Lake Boulevard and that the <br />Councilmembers go out and review these particular intersections, especially Llama Street <br />and Tungsten Street. <br /> <br />· Tungsten Street <br />· Llama Street <br />· Midway between Traprock Street and Armstrong Boulevard <br />· The crossing west of Beatty Street <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #3 <br /> <br />Update on the Speed Study on CSAH 5 between TH 47 and 167th <br />Avenue <br /> <br />Background: <br /> <br />In 2003 the City had requested that a speed study be conducted on CSAH 5 to determine <br />whether it would be appropriate to lower the speed limit along the developing segment of <br />Nowthen Boulevard, particularly in the vicinity of Ramsey Elementary. This request was <br />delivered to Anoka County, whieh in turn requested that Mn/DOT perform this requested <br />speed study. On July 6, 2004 MrffDOT transmitted a memo to the road authority, Anoka <br />County, indicating that the reasonable and safe speed for the segment of CSAH 5 between <br />TH 47 and 167th Avenue is 55 miles per hour. The has been some concern over when the <br />actual speed studies were conducted, with the feeling being that studies conducted during a <br />summer period may not be appropriate considering the influence the school may have on <br /> <br /> <br />
