situation. Sign W1 ~1 is an advance warning sign which has been posted on the north leg of <br />this intersection. Spacing requirements preclude this sign from being placed on the east <br />leg as it would need to be located in TH 47. There would be a choice of warning signs <br />available for placement at the curve itself, the large arrow, W1-6, or the chevron, W1-8, <br />could be used. The guidance section relating to the use of chevrons states that at least two <br />chevrons should be in view until the change in alignment eliminates the need for the signs. <br />Staff will be reviewing the requirements for posting of the chevrons to determine whether <br />the number used can be reduced from the current number posted. <br /> <br />Motion to recommend to Table any further action on the chevrons placed at the area of <br />169th Avenue and Neon Street until the May Public Works Committee meeting, and that <br />the Committee review the situation at that time. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #5 <br /> <br />Consider Offer to Purchase Drainage and Utility Easement from Lot 1, <br />Block 3 White Pine Estates <br /> <br />Background: <br /> <br />Staff indicated that the City recently completed Improvement Project #04-24 which <br />corrected a drainage problem, which had existed in the vicinity of 169th Avenue, and <br />Helium Street. In order to facilitate this project it was necessary to obtain a drainage and <br />utility easement along the northerly property line of Lot 1, Block 3, White Pines Estates. <br />The property owners of this parcel signed a Right of Entry agreement to allow this project <br />to proceed while an appraisal of the value of the easement could be established. An <br />appraisal has been prepared by Malcolm Watson of Watson Appraisal and Consulting <br />Service. Mr. Watson has established the value of the easement at $5,200. <br /> <br />In accordance with City policy for acquiring property, which have been patterned after <br />state law for property takings for transportation projects, staff recommends that the City <br />transmit a copy of the appraisal to the property owners for their review, advise them that <br />they have the right to obtain a second appraisal and be reimbursed for this appraisal at an <br />amount not to exceed $1,500, and to offer to purchase the easement for the appraised <br />amount of $5,200. <br /> <br />Since the Public Works Committee, the property owner has seen the appraised value and <br />wishes to accept this as the value of the easement. <br /> <br /> <br />
