CASE # <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A <br />RESTAURANT DRIVE-THRU WINDOW IN THE TC-2 ZONING DISTRICT; <br />CASE OF RAMDANCE, LLC <br /> By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Ramdance, LLC has submitted a site plan to construct a 9,200 square-foot multi-tenant restaurant <br />facility in the Ramsey Town Center. The building is referred to as the Pond Building and is the <br />fourth and final building proposed for Lot 1 of Ramsey Town Center 3rd Addition. The other 3 <br />buildings are Coborn's grocery store, Gateway Retail Building, and Comer Retail Building. The <br />site plan proposes to include a drive-up window for customer convenience. The TC-2 District <br />requires a Conditional Use Permit (CUP) for uses with a drive-thru feature. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site layout dated November 10, 2004 <br />c) Site layout dated December 7, 2004 <br />d) Future site layout dated December 7, 2004 <br />e) Proposed findings of fact <br />f) Proposed conditional use permit <br /> <br />Notification: <br /> <br />In accordance with State statute, Staff attempted to notify owners of property within 350 feet of <br />the Subject Property of the applicant's request and the public hearing. <br /> <br />Observations: <br /> <br />The Ramsey Town Center project is designed to be a mixed-use, pedestrian friendly <br />development. Drive-thru uses have a potential to be incompatible with the intent of the Ramsey <br />Town Center. Therefore, these types of uses are permitted only as a conditional use in certain <br />areas of the Town Center so that they may be reviewed for their compatibility. The TC-2 Zoning <br />District was created to accommodate larger scale, auto-orientated commercial activities. <br /> <br />As previously mentioned, the drive-thru will function as part of the restaurant operations <br />contained in the Pond Building. The drive-thru will be located on the south side of the building. <br />The drive-thru will have a dedicated lane for people to use to pick up orders. The users will then <br />circulate back into the main parking area. <br /> <br />q <br /> <br /> <br />
