For the TC-1 District, the minimum <br /> setback is zero and the maximum is 5 feet with at least 60% of the front fac, adc Within the maximum <br /> setback area. From review of the plan, it appears that only 33'% of the front fagade is within 5 feet of <br />· the property line. Under the Town Center regulations, a variance will be required to allow for the <br /> current configuration. It should be noted that 60% of the fl'ont fa,cade is located within 18 feet of the <br /> property line. There are several factors that may mitigate the effect of the larger setback that should be <br /> considered during the variance discussion. One is the creation of the public plaza at the front entrance <br /> along Sunwood Drive. These types of spaces are encouraged as part of the Town Center Dev&opment <br /> Guidelines. The second factor regards the placement of the building. In order to make the building <br /> architecturally interesting, the Municipal Center will be curved and not have a long fiat, monolithic <br /> wail along Sunwood Drive. [n addition, where the building is pulled back on Sunwood Drive, raised <br /> landscaped areas will be brought up to the lot line that will to some extent feel like an extension of the <br /> building. The TCTAC has reviewed the layout of the building and is supportive of a variance to allow <br /> ~br the bt}ilding to be pulled back as shown. The group believes that pull-back of the buildings provides <br /> tbr some visual relief while still engaging the. pedestrian and the design works well for the use of the <br /> building. <br /> <br />Utilities: The facility will be stowed by municiPal sewer and water facilities. Staff has reviewed the <br />preliminary utility plans submitted for the project and have the following comments: <br /> <br /> · The Catch basin west of the parking lot must be moved outside of the proposed path. <br /> · The proposed storm sewer pipes appear to be undersized for the proposed drainage area. Please <br /> submit pipe Sizing calculations. <br /> · Show the connection for landscape irrigation. A stub. is .provided from Sunwood Drive for this <br /> purpose. <br /> <br />Further review of the pl. ans will need to occur as part of the final site plan review process. <br /> <br />Landscaping: City Code requires one (1) tree per every, fifty (50) lineal feet of site perimeter or 1,000 <br />square feet of building coverage, whichever is greater, be planted throughout the site. A portion of <br />these trees should be installed along the public road frontage at a spacing no greater than thirty-five <br />(35) feet on center. City Code also requires that no less than 25% of the trees planted be deciduous and <br />no less than 25% coniferous. Furthermore, City Code requires that no more than 25% of the trees <br />planted consist of ornamental trees. Parking lot landscaping is als0 required, at a rate of' one (1) tree <br />per every ten (10) parking stalls. In addition to the tree requirements, Ci~ Code also states that one (1) <br />shrub per every thirty (30) lineal (eet of site perimeter or 300 square feet of building coverage, <br />whichever is greater, be planted. <br /> <br />The proposed building fbotprint is 49,129 square feet and there are roughly seventy (70) proposed <br />parking :stalls, which equates to a minimum of fifty-si_x (56) trees (seven [7] specifically in ancL/or <br />around the parking areas) and 164 shrubs neednig to be installed'.
