keep the process manageable, StaffWould propOse to only 1.ook a couple development nodes (i.e. <br />167t~ and Hwy. 47 and the land south of the Trott Brook, east of Variolite St.) The last few <br />components would be citizen participation and public hearings looking at the alternatives and <br />finally formal action by the City Council and Metropolitan Council. <br /> <br />The Planning Commission would conduct the public hearings and make recommendations to the <br />City Council as well as participate in joint workshops with the City Council to review the data <br />and shape the alternatives. <br /> <br />Staff would propose that the Community Development Department be assisted in this process by <br />the City's contracted land use planning firm, Hoisington Koegler Group Inc. Hoisington <br />Koegler wrote the 2001 Comprehensive Plan and has worked for the City since 1998 and has a <br />tremendous knowledge of Ramsey and its resources. <br /> <br />Infrastructure Design: <br /> <br />Engineering - The engineering component consists of preliminary design, sm-vey work, <br />and final design for each of the two nodes (167th and TH 47 and the land south of the <br />Trott Brook, east of Variolite) that were included in the Feasibility studies that were <br />mentioned earlier in this report. The preliminary design includes more detailed analysis <br />of alternative alignments. The survey work is extremely beneficial in the process mad will <br />also include soil boring and an analysis of the dewatefing process that would be <br />necessary for construction to occur. The process of design will take six -nine months to <br />complete depending upon the complexity of the project and the route that is ultimately <br />selected. <br /> <br />Staff would propose that the Engineering Department be assisted in the design process by <br />Bolton & Menl(. Bolton & Menk is the finn thatcornpleted the feasibility studies for each <br />of the development nodes that have been discussed and were very valuable in our <br />discussions with the Metropolitan Council. <br /> <br />Easement Acquisition - As evidenced in the Mississippi Storm Drainage Improvement <br />along Trunk Highway .10, the easement acquisition component of this opportunity is <br />probably tl~e most unpredictable as it relates to the timing. Since the preliminary design is <br />somewhat flexible, it is extremely important to have the easement acquisition component <br />initiated during the preliminary design. The easement acquisition component would <br />consist of meetings with each affected landowner, mapping, title work, and a compilation <br />o f a master list of property owners that would help us track our progress. <br /> <br />Staff would propose that the Engineering Department be assisted in this process by a <br />team managed by the Tinklenberg Group with help from Bolton & Menk. The City has <br />been extremely satisfied with the help that the Tinklenberg Group provided in the past <br />with landowner issues along Trunk Highway 10 for the official mapping process as well <br />as the H1 zoning district. <br /> <br /> <br />
