This has been ,tiscussed in Council work sessions, the Council has met with <br />sta['F and representatives From the Met Council, m~d has held a joint session with the Planning <br />Commissicm. Fet~sibility studies fl0r two major areas for infrastructure extension have been <br />complctccl. A sep~rate, yet related item is concerning the stormwater drainage project of County <br />l-Ditcl~ #6~'). Some ~{' the design and easement aCquisitions for the infrastructure extension can be <br />corn b ined wi th tlacz ditch clean-up pmj eot, thereby reducing the costs of both the utility extensions <br />and stormwatcr ami ditch clean-up project. <br /> <br />Assistm~t Co~m]tmity Develo0mcnl Director Tntdgeon explained one crucial and necessary step <br />o1" the Growth I~lmmiag process will bc the Comprehensive Planning Amendment process. Staff <br />would propose ttutt thc Compr~,~heasive Plan Amendment process consists of several <br />compon¢~ts. Staff would propose t~., limit this data collection to the rural and large lot area south <br />o~' thc Tmtt ['lroolq. The data gather'ed would update the information collected in 1998 as part of <br />thc /'ull C()mprclxc~sivc Plan proc¢:~s. Once the base information is collected, the second stage <br />would be the integration of' various land use layers within tlxe area south of the Trott Brook: The <br />layers to integrate would inclttde trails, green corridors, wetlands, roads, parks, future sewer and <br />water lines and other ~eccssary lay,;rs. Once this is completed, the City should have a template <br />to usc when thc City proceeds to the next stage. The third stage would be to look at potential <br />land usc patterns i~ these areas given the layer template created in the second stage. It is <br />envisioned that thc~'c could bc sever'al different alternatives as a result of this process.
