Councihnelnber Cook suggested since the Fire Secretary and the CSO are being hired down the <br />line, that they proceed with this recommendation and then discuss the Fire Secretary while they <br />are going through budgets to determine if they want to change the Fire Secretary position to full <br />time. <br /> <br />City Administrator Norman indicated the Truth in Taxation Hearing will be held December 6th, <br />and the adoption of the budget is on the schedule of the December 14th meeting. An addition like <br />this to the budget could be taken from somewhere else in the budget or the Council Contingency <br />Fund. <br /> <br />Councillnember Cook stated they should be able to come up with a better way to budget the <br />position than the Council Contingency Fund. <br /> <br />Mayor Gamec requested Finance Officer Lund to look into this. <br /> <br />Human Resources Manager Reed indicated this was a discussion item. On December 14th she <br />will come back and ask to officially begin recruitment of the positions. <br /> <br />4) Consider Authorization to Hire a Human Resources Technician <br /> <br />Human Resources Manager Reed reviewed that on September 28, 2004, staff was given <br />authorization to hire a Human Resources Technician. The position was advertised and <br />approximately 40 applications were received. Staff has conducted approximately 10 interviews <br />and has made an offer. She is expecting an answer to the offer tomorrow morning. Staff is <br />requesting authorization to hire a Human Resources Technician at an hourly wage not to exceed <br />$17.69. If the offer is accepted the name would be brought to the next Council meeting, and if <br />the offer is not accepted the offer would be made to the next person on the list. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Cook, to ratify the <br />recommendation of the Personnel Committee for Case 4 to adopt Resolution #04-11-354 <br />authorizing the hire of a Human Resources Technician at an hourly wage not to exceed $17.69. <br />This appointment is contingent upon successful completion of criminal and driver's license <br />background checks, reference checks, and passing a pre-employment physical and drug screen. <br />All other personnel policies will apply normally. With Council approval, the selected <br />candidate's start date will be on or near December 8, 2004. <br /> <br />Further discussion: Councilmember Elvig asked if this pulls back in some of the Human <br />Resource needs that were outsourced. City Administrator Norman replied the outsourcing was <br />stopped about one year ago. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Cook, Elvig, Pearson, <br />Strommen, and Zimmerman.
