FC Case <br /> <br />AUTHORIZATION TO UTILIZE THE SERVICES OF A CONSULTANT TO ASSIST <br />THE CITY IN ESTABLISHMENT OF AN HRA; CASE OF CITY OF RAMSEY <br /> By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />As you know, on several occasions over the past year the City Council has discussed the <br />establishment of an HRA. Most recently, the need for a consultant to assist the City in forming <br />the HRA was discussed at the August 4 City Council Work Session. The process would include <br />such tasks as drafting the enabling resolution and by-laws, official notification to the County, and <br />amending Chapter 2 of the City Code entitled Boards and Commissions. <br /> <br />Observations: <br /> <br />Staff has met with Mark Nagel. Mr. Nagel is the former City Manager for the City of Anoka. <br />Mr. Nagel is now a self-employed consultant and has a substantial amount of experience with the <br />formation of HRA's. Mr. Nagel estimates that it will take him approximately 50 hours to assist <br />the City in the establishment ofa HRA. His rate is $35/hour. <br /> <br />Recommendation: <br /> <br />Recom~nend adoption of the enclosed resolution authorizing a transfer of funds from the City <br />Council Contingency Fund to the Community Development Department budget for consulting <br />services to establish a HRA. <br /> <br />Committee Action: <br /> <br />Motion to recommend that City Council adopt the proposed resolution to authorize a transfer of <br />$1,750.00 from the Contingency Fund to the Community Development Department budget for <br />the purpose of hiring Mark Nagel to assist in the establishment of a HRA. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution #04-12- authorizing the transfer of $1,750.00 from the Council <br />Contingency Fund to the Community Development Department budget to engage the services of <br />Mark Nagel for the purpose of establishing a HRA. <br /> <br />FC: 12/14/04 <br /> <br /> <br />
