MEMORANDUM <br /> <br />Hoisington Koegler Group Inc. <br /> <br />TO: <br /> <br />FROM: <br /> <br />CC: <br /> <br />SUBJECT: <br /> <br />DATE: <br /> <br />Megan Wald, Planner <br />Jim Norman, City Administrator <br /> <br />Brad Scheib <br /> <br />Paul Paige <br /> <br />Revised TH 10 Frontage Road and'Redevelopment Concept <br /> <br />May 29, 2001 <br /> <br />Attached are a series of maps illustrating potential frontage road concepts for the majority of the <br />Highway 10 Corridor through the City of Ramsey. These concepts reflect revisions that were made <br />subsequent to discussions with the EDA and staff. 'Minor revisions were made to each section of <br />roadway to show both sides of the highway. More significant changes were made to the southeast <br />section as identified below. <br /> <br />South/East of Sunfish Lake Blvd and TH 10: The frontage road concept for the south side of TH <br />10 (south and east of Sunfish Lake Boulevard) reflects a change in land use from existing uses as <br />illustrated in a previous concept that was reviewed at the May EDA meeting. The land use patterns <br />provide for commercial/office uses adjacent to TH 10 and residential uses that provide a transition <br />to existing residential uses on the river. This alternative accomplishes several objectives: <br /> <br />It makes good use of infrastructure by double loading the frontage road, which actually is a <br />back-age road. <br />It provides viable commercial sites With good access and visibility from TH 10. <br />It makes use of land (as residential land) that'is not as marketable for commercial uses <br />because it is not as visible from TH 10. <br />It would resolve existing land use conflicts where backs of commercial buildings abut <br />residential uses and where distribu.tjorfwarehousing facilities are in conflict with residential <br />uses. <br />It would relocate existing access points offofTH 10 to the backage road. <br />It balances [and uses more compatible with the intentions of the Critical ,tea Act legislation. <br /> <br />I will be at the meeting on Monday to answer questions and to obtain feedback prior to preparation <br />of the final report document.
