Absent: Councilmember Riley. <br /> 6.02: Public Hearing to Consider Adoption of Resolution #17-11-285 Approving <br /> Feasibility Report and Ordering Plans and Specifications for Improvement Project <br /> #18-00, Stanhope Terrace Street Reconstructions <br /> Presentation <br /> City Engineer reviewed the staff report and recommendation to adopt Resolution #17-11-285 <br /> approving the Feasibility Report and ordering plans and specifications for Improvement Project <br /> #18-00, Stanhope Terrace Street Reconstructions. He noted that this will allow the project to be <br /> constructed as part of the 2018 Street Maintenance Program and will allow for the use of special <br /> assessments to pay for a portion of the project costs,per the applicable provisions of Chapter 8 of <br /> the City Charter, the City's Special Assessments Policy and Minnesota Statute Chapter 429. He <br /> highlighted some of the high-level comments received from the public informational meeting. <br /> He stated that residents are finding it difficult to pay, as they are not budgeted, and make the <br /> property difficult to sell. He stated that residents believed that the general fund should be used <br /> for these projects rather than assessments.
