Regular Planning Commission <br />Meeting Date: 12/07/2017 <br />Submitted For: Tim Gladhill, Community Development <br />By: Eric Maass, Community Development <br />5. 2. <br />Information <br />Title: <br />PUBLIC HEARING: Rezoning of Subject Properties to E-3 Employment District. <br />Purpose/Background: <br />The purpose of this case is to review the proposed rezoning of properties within the City's new industrial park. The <br />properties proposed to be rezoned to E-3 Employment District are the same properties which were subject to the <br />Armstrong West Comprehensive Plan Amendment which was previously approved by the City Council. That <br />amendment is currently being considered by the Metropolitan Council. <br />Notification: <br />A public hearing is required and the appropriate notice has been issued. <br />Observations/Alternatives: <br />The E-3 Employment District is intended to allow for a mix of typically large volumes or bulk commercial goods <br />and services, wholesale/warehouse activities and limited retail activities and limited outdoor storage. This is very <br />similar to the City's E-2 Employment District with one stark difference with respect to outdoor storage. Unlike with <br />the E-2 District where outdoor storage was permitted as a principal use with the issuance of a conditional use <br />permit, the E-3 district will only allow outdoor storage as an accessory use to a principal use. The outdoor storage <br />would still require a conditional use permit. The E-3 Employment District also would not allow Adult uses as either <br />a principal or accessory use. <br />Alternatives <br />Alternative 1: Recommend approval the Rezoning of the Subject Properties to E-3 Employment District. This <br />rezoning would conform to the land use revisions that the City Council approved with Armstrong West <br />Comprehensive Plan Amendment. Staff supports this alternative. <br />Alternative 2: Recommend denial of the proposed rezoning of the Subject Property to E-3 Employment District. <br />Staff does not support this alternative. <br />Funding Source: <br />Costs associated with this request are the responsibility of the City. <br />Recommendation: <br />Staff recommends adoption of Ordinance # 17-22 Rezoning Identified Properties to E-3 Employment District. <br />Action: <br />Motion to recommend adoption of Ordinance # 17-22 Rezoning Identified Properties to E-3 Employment District. <br />Attachments <br />
