Regular Planning Commission <br />Meeting Date: 12/07/2017 <br />Submitted For: Tim Gladhill, Community Development <br />By: Eric Maass, Community Development <br />Information <br />Title: <br />Consider Concept Review for 6021 Highway 10 NW Conditional Use Permit; Case of Roman Gadaskin <br />6. 1. <br />Purpose/Background: <br />The purpose of this case is to provide the planning commission an opportunity to comment on a sketch plan for a <br />proposed conditional use for the property located at 6021 Highway 10 (former ICO gas station site) before the <br />Applicant submits an official application. <br />Notification: <br />No notification was required for this item. <br />Observations/Alternatives: <br />The Applicant is currently considering completing an application for a conditional use permit for the operation of <br />Truck Garant from property located at 6021 Highway 10 NW. Truck Garant owns a fleet of semi trucks and dump <br />trucks which can be dispatched to transport various aggregate construction material for developments throughout <br />the twin cities metro area. The operator would perform basic service of the vehicles including tire changes as well as <br />assemble replacement trucks to add additional vehicles to their fleet. This includes customization of trucking <br />components except engines and transmissions. They utilize Midwest Diesel in Blaine or Fleet Pride in Roseville for <br />mechanical work. Trucks generally dispatch from the site between 5:45-6:30am and return to the facility between <br />3:00-7:00pm. Occasionally night orders are taken depending upon driver availability A full copy of the submitted <br />business description has been included with this case. <br />Due to the vehicle servicing that is proposed to take place, Staff has identified this business use as a conditional use <br />within the H-1 Highway 10 Business Zoning District. The Applicant has provided a concept plan as to how the site <br />would be improved to accommodate the new business. The Applicant is proposing to remove the existing two <br />middle buildings as well as the vegetation surrounding them and establish turf grass in its place. Pavement would <br />be added in parking areas adjacent to the northern most building which is where Truck Garant would operate from <br />as well as paving of drive aisles on the property. In review of the sketch plan Staff indicated the need for additional <br />information relative to landscaping/screening, lighting, and trash enclosures. The Planning Commission should <br />provide feedback relative to screening, surfacing, access between the subject property and Anoka Technical <br />College, and general site improvements. <br />The Applicant is not proposing any exterior improvements to the structure (northern most structure on the property) <br />that would be utilized by Truck Garant. <br />To date the Applicant has taken some steps in improving the appearance of the site by removing vegetation along <br />the properties border with Highway 10 and the trash and debris which had accumulated on the site as it has sat <br />vacant for many years. <br />In addition to the CUP for Truck Garant, the property owner is interested in constructing an additional commercial <br />building for the site. The Applicant has not provided any additional information regarding the building and <br />proposed occupants but has provided a concept of the proposed location of the structure. <br />
