Regular Planning Commission <br />Meeting Date: 11/02/2017 <br />Submitted For: Tim Gladhill, Community Development <br />By: Eric Maass, Community Development <br />6. 1. <br />Information <br />Title: <br />Consider Sketch Plan Review for Rum River Prairie (Project #17-149); Case of Eric Thomsen <br />Purpose/Background: <br />The purpose of this case is to review a Sketch Plan for a proposed 24 lot detached single family subdivision located <br />at the intersection of Armstrong Blvd and Tiger Street (PIDs 07-32-25-14-0001 and 07-32-25-13-0001, together, <br />the "Subject Property"). The Subject Property is zoned R-1 Residential (Rural Developing) and the subject lots <br />would be serviced by private well and septic services. <br />Notification: <br />Staff attempted to notify all Property Owners within 700 feet of the Subject Property of the Sketch Plan Review. <br />Observations/Alternatives: <br />Sketch Plan Review is the first of several steps in reviewing a Major Plat, which includes Sketch Plan Review, <br />Preliminary Plat, and Final Plat. This case is being reviewed per City Code Section 117-111 entitled R-1 <br />Residential District and Chapter 117, Article III entitled Subdivisions. <br />The Subject Property is currently guided as Rural Developing in the Comprehensive Plan and is zoned as R-1 <br />Residential (Rural Developing). This allows for the development of single family, detached dwellings with a <br />density of one unit per 2.5 acres. The Sketch Plan is showing a total of twenty-four (24) lots over the eighty (80) <br />acre site. Each of the lots would be serviced by private well and septic systems. <br />When preparing the Preliminary Plat, the Developer must demonstrate compliance with the bulk standards of the <br />R-1 Residential (Rural Developing) District. It appears that all but two of the proposed lots shown on the Sketch <br />Plan comply with the standards specified for this zoning district. Two lots appear deficient of the lot width <br />requirement of 200 feet. In addition, the Applicant is showing an area identified as "Outlot A" on the southeast <br />corner of the project site. If the area is not needed for stormwater, the Applicant would like to pursue this area as an <br />additional lot. Staff is requesting feedback from the Planning Commission regarding a possible variance from lot <br />area for this lot as it appears to be approximately 1.7 acres, where 2.5 acres are required. Adjacent lots outside of <br />the proposed plat and next to the possible substandard lot appear to also not meet the 2.5 acre requirement. Specifics <br />are outlined in the Staff Review File. <br />Eighteen of the lots will gain access from a newly proposed road, 169th Avenue that would run between Tiger <br />Street NW and Baugh Street NW. Two lots would gain access off of Baugh Street and the final four lots would gain <br />access off of a proposed cul-de-sac off of Tiger Street, north of Armstrong Boulevard. <br />The project will be subject to review by the Lower Rum River Watershed Management Organization (LRRWMO) <br />regarding both wetlands and stomrwater.
