Regular Planning Commission <br />Meeting Date: 08/03/2017 <br />Submitted For: Tim Gladhill, Community Development <br />By: Eric Maass, Community Development <br />6. 2. <br />Information <br />Title: <br />Site Plan for Greenway Terrace (Project #16-84); Case of Aeon, LLC <br />Purpose/Background: <br />The purpose of this case is to review an application for site plan approval of Greenway Terrace. This site is <br />generally located south of 146th Avenue NW, west of Traprock Street NW, and North of East Ramsey Parkway <br />and is identified as PID 28-32-25-13-0033. <br />Notification: <br />Notification of adjacent properties is not required for site plan approvals. <br />Observations/Alternatives: <br />Generally speaking, the proposed 54 unit apartment development appears to comply with most of the COR-4C <br />zoning. Staff has discussed with the Applicant the need for refinement to the front facade entrance and the Applicant <br />is willing to provide a change in either materiality or color. Staff is supportive of either option and will look to the <br />Planning Commission for direction on architectural enhancements. The Applicant has also indicated a willingness <br />to alter the location of the trash enclosure so that it is located on the south side of the parking row it is currently <br />shown within and that they will alter the enclosure material to match the materials used on the principal structure. <br />The Environmental Policy Board (EPB) reviewed the proposed Site Plan at its meeting on May 15, 2017 and <br />recommended approval of the site plan with corrections as noted in the Staff Review Letter. <br />Alternatives <br />Alternative 1: Recommend approval of the requested Site Plan. The proposed project appears to comply with the <br />bulk standards of The COR Design Framework and the proposed use would be an asset to the COR development as <br />well as the City of Ramsey. Staff is supportive of this alternative contingent upon compliance with the Staff Review <br />Letter. <br />Alternative 2: Recommend denial of the Site Plan as currently requested. If the Planning Commission desires to <br />recommend denial it should clearly state its findings for the recommended denial and direct staff to prepare a <br />resolution outlining those findings of fact. As previously noted, the proposed project appears consistent with the <br />provisions of City Code and The COR Design Framework. Staff does not support this alternative. <br />Funding Source: <br />All costs associated with processing the Application are the responsibility of the Applicant. <br />Recommendation: <br />Staff recommends approval of Resolution #17-08-189 granting Site Plan approval of Greenway Terrace. <br />Action: <br />
