Regular Planning Commission <br />Meeting Date: 08/03/2017 <br />Submitted For: Tim Gladhill, Community Development <br />By: Eric Maass, Community Development <br />5. 2. <br />Information <br />Title: <br />PUBLIC HEARING: Consider a request for Preliminary Plat and Site Plan for Jaspar Industrial Park (Project <br />#16-69); Case of Sharp Associates, LLC. <br />Purpose/Background: <br />The City has received an application for Preliminary Plat and Site Plan for Jaspar Business Park. The Applicant is <br />proposing a 52,000 square foot multi tenant building for small or start up businesses in manufacturing and services. <br />The project is poposed on the southeast corner of 143rd Avenue and Jaspar Street and east of the current public <br />works facility. The Developer, Sharp & Associates, has proposed a three lot subdivision with one buildable lot for <br />the proposed building and two outlots (one of which is potentially to site the future public works facility). <br />Notification: <br />City Staff attempted to notify all property owners within 700 feet of the Subject Property of the request via U.S. <br />mail and published a notice of public hearing in the Anoka Union Herald, the City's official newspaper. <br />Observations/Alternatives: <br />The proposed project appears consistent with the zoning and future land use maps. <br />The preliminary plat and site plan appear to meet the minimum bulk standards of the City Code for the E-2 <br />Employment District. In addition, building elevations have been provided which also appear to meet the bulk <br />requirements related to building materials, colors, and architectural detail. <br />The Environmental Policy Board (EPB) reviewed the proposed site plan at its meeting on July 17, 2017 and <br />recommended approval of the site plan with corrections as noted in the Staff Review Letter. <br />Alternatives <br />Alternative 1: Recommend approval of the requested Preliminary Plat, and Site Plan requests. The proposed project <br />appears to comply with the bulk standards of the E-2 Employment District. Staff is supportive of this alternative <br />contingent upon compliance with the Staff Review Letter. <br />Alternative 2: Recommend denial of the preliminary plat, and site plan as currently requested. If the Planning <br />Commission desires to recommend denial it should clearly state its findings for the recommended denial and direct <br />staff to prepare a resolution outlining those findings of fact. As previously noted, the proposed project appears <br />consistent with the provisions of City Code. Staff does not support this alternative. <br />Funding Source: <br />The Applicant is responsible for all costs associated with this request. <br />Recommendation: <br />Staff recommend approval of the preliminary plat and site plan, contingent on revisions outlined in the Staff Review <br />Letter. <br />
