Councilmember Pearson asked about Anoka County's concerns on 116. Mr. Jacobson <br />said discussion is continuing, but essentially all parties are on the same page. Mr. <br />Jacobson said they have been working with the Town Center North developers to <br />ensure all houses fi'ont onto Industry Avenue. Principal Planner Trudgeon said <br />stoplights and/or stop signs will be necessary on Industry, and that the design needs <br />of a rural vs. urban highway need to be considered. Mr. Jacobson said the <br />collaboration between Ramsey Town Center LLC and City Staff has been working <br />vcry well. <br /> <br />Steve Sis asked how much of the linear green space in the plan was lowland. Mr. <br />Jacobson said not all; the space will function as both an amenity and for stormwater <br />management. Mr. Jacobson said meetings with retail and design consultants will <br />continue, and that a sketch plan and preliminary plat will be submitted to the City in <br />the near future. Vice-Chair Thompson asked whether the station was still a part of the <br />design. Mr. Jacobson said yes, but the design ultimately needs to be successful <br />independent of the Northstar Corridor project. Ms. Thompson also asked about <br />parking. Mr. Jacobson said the project would have a mix of structured and surface <br />parking. Mary Jo Olson asked about on-street parking, which Mr. Jacobson said <br />would be present ahnost everywhere on the site. <br /> <br />Principal Planner Trudgeon said the Task Force had previously expressed concern <br />about the view of the project from Highway i 0, as well as the location of City Hall. <br />Mr. Jacobson said a berm would be used to screen the parking from Highway 10, but <br />that the berm would not be continuous. Landscaping would also be used to soften the <br />visual impact of parking areas. Noise and vibration from the railroad and the highway <br />is currently being addressed. Mr. Jacobson said they felt City Hall and the police <br />department were critical to the project, and that a police-only access would likely be <br />provided to Ramsey Blvd. at Highway 10. <br /> <br />Principal Planner Trudgeon also asked about climate concerns. Mr. Jacobson said <br />they have given a lot of thought to climate. Successful public spaces are typically <br />street level, in close proximity to parking. He cautioned that design elements that <br />improve the pedestrian experience can impact retail success. <br /> <br />Mr. Engen discussed sales and marketing efforts to date, and asked for the Task <br />Force's help in selling the project. He added that sales needed to be sequenced to <br />ensure the success of the overall project, and invited comments and referrals. Vice- <br />Chair Thompson provided an update on the Northstar Corridor project. <br /> <br />Motion by Will Thompsen to adjourn the meeting, Mary Jo Olson seconded, motion <br />passed. <br /> <br />Meeting adjourned. <br /> <br /> <br />
