Councilmember Hendriksen stated that he did not think that the developer's obligation to make <br />money should come from the taxpayers. <br /> <br />City Engineer Olson explained that the funds would come from the storm water management <br />fund not the taxpayers. <br /> <br />Councihnember Hendriksen replied that there are some ventures that are not economically <br />feasible. He explained that when the City installed the sewage pipe behind the school it was <br />supposed to be paid back over time with the fees paid by the developer and yet in the case of <br />Reilley Estates they wanted to use all of those fees to bring the pipe to the development so then <br />the City will never be paid back for the investment. <br /> <br />City Engineer Olson explained that when a pipe is extended past property eventually people will <br />connect to the pipe and the City will collect those fees without any additional costs. The policy <br />that has been in place for sewer and water and any additional extension of sewer and water can <br />be paid by trunk charges, which he felt makes sense. He stated that it is going to come to a point <br />in time where they are going to need to extend the deep sewer to serve future development to the <br />north and it can't be after more development occurs, but the developers are not going to spend <br />the cost to extend the deep sewer. <br /> <br />Councilmember Kurak stated that they need to look very carefully at continuing infrastructure <br />down Highway # 10 with the possibility of the businesses being eliminated with the realignment <br />of Highway #10. <br /> <br />City Administrator Norman replied that staff would not be recommending continuing the <br />infrastructure. <br /> <br />Councihnember Anderson recommended renaming the funds so that there is no confusion. <br /> <br />City Engineer Olson replied that staff will look at that option. <br /> <br />Staff will bring back a recommendation. <br /> <br />2) Contract Rezoning <br /> <br />Councilmember Hendriksen stated that the City is somewhat in the process of doing something <br />similar to contract rezoning for the residential property along Sunwood Drive, but he has been <br />receiving complaints that there have been no plans made available and meeting minutes have not <br />been made available. <br /> <br />City Administrator Norman replied that it has been his impression that everyone has been <br />pleased with the process except for one resident. <br /> <br />Councilmember Hendriksen inquired if any plans have been made available to the group. <br /> <br />City Council/April 16, 2002 <br /> Page 3 of 4 <br /> <br /> <br />
