The Task Force asked about street widths within the Town Center. Mr. Jacobson
responded that the Developer has been discussing street sections with City Staff and
for the most part they will be conforming to City standards. There are some areas
where the Developer would like to have narrower streets and Mr. Jacobson stated
that the development team is continuing to have discussions with City Staff. The
Task Force stated that they would prefer to use narrower streets if possible.

Princil)al Planner Trudgeon reviewed the latest draft version of the Town Center
Zoning District. The latest draft combines the old TC-1 and TC-2 into one district
and also noted that the sub-districts have been renumbered to reflect the intensity of
USOS.

Mr. Jacobson discussed the Development Guidelines currently being drafted. The
Development Guidelines will discuss such things as architecture, building placement,
and facade treatment. Mr. Jacobson finished his presentation by reviewing the
hierarchy of how the Town Center project will come together. It will involve the
Master (Sketch) Plan, the Town Center Zoning Code, the Town Center Development
Guidelines, and the procedures for review of the development.

3)

4)

Town Center AUAR. Principal Planner Patrick Trudgeon stated that there will not
be enough time to discuss the Town Center AUAR and the Task Force instructed Mr.
Trudgeon to bring back the topic at the next meeting.

Upcoming Town Center Meetings. Principal Planner Trudgeon brought up that that
City Council will be meeting with the Ramsey Town Center LLC in a work session
on Tuesday, May 6, 2003 and that Task Force members should attend if they are
available. Mr. Trudgeon indicated that Staff would like to bring back the Town
Center developer to the next meeting to give the Task Force and update on the master
plan.

The Task Force asked questions about particular users in the Town Center. Principal
Planner Trudgeon discussed what Staff knows about particular users looking to locate
in the Town Center especially in "restaurant row". The Task Force indicated that
they would like local businesses be given preference to locate in the Town Center.
Principal Planner Trudgeon stated that he will forward that information the Ramsey
Town Center LLC.

Town Center Task Force Meeting Schedule. Principal Planner Trudgeon discussed
his difficulty in attending Thursday night meeting from mid-May to mid~July and
suggested looking at alterative dates. Task Force members brought up the idea of
meeting every three weeks instead of the second and fourth Thursday of the month.
The Task Force also wanted to look at meeting at a later time, such as 6:30 p.m. The
Task Force decided that the next meeting should be held on the regular date (May 8,
2003) but that it begin at 6:30 pm. Further discussion on meeting schedule will take
place at that meeting.
