Community Development Director Frolik replied that the issue of strip dubs is addressed under <br />adult uses in City Code. <br /> <br />Councilmember Hendriksen stated that there needs to be something to protect the City from <br />having something undesirable from happening. He explained that within any zoning district <br />there are a number of permitted uses and the Council may choose to rezone the property with a <br />vision of one or two of those permitted uses, but then all of a sudden after the property is rezoned <br />the land is developed into something else. <br /> <br />Councilmember Kurak inquired as to how they prevent that fi'om happening. <br /> <br />Councilmember Hendriksen suggested having Staff review other city ordinances.' <br /> <br />Councilmember Zimmerman inquired if Sunfish ponds Was done under a planned unit <br />development. <br /> <br />Community Development Director Frolik replied no. <br /> <br />Councilmember Zimmerman stated that when that plan was presented to the Council it indicated <br />single family homes and townhomes. Everything was laid out before the development occurred <br />and there was very little distention over the development because the property owners knew what <br />was going to occur before it happened. <br /> <br />Community Development Director Frolik reviewed the Andover ordinance noting that their <br />procedures are similar to what the City of Ramsey does. She suggested strengthening what they <br />do by stating that action on the rezoning will not be done until a final plan is submitted and if the <br />development does not occur within one year the Council could change the zoning back to its <br />original zoning. That language would put the developer on notice that the Council could change <br />the zoning back to its original zoning if they do not-act in a timely manner. <br /> <br />Councilmember Zimmerman inquired if a developer requested a rezoning fi.om single family to <br />multiple family without a development plan could the City refuse the application. · <br /> <br />Community Development Director Frolik replied yes, <br />present a general development plan. She also noted <br />determine if a property is appropriate for zoning. <br /> <br />because the developer would need to <br />that the Council has the discretion to <br /> <br />Councilmember Anderson inquired if the City Attorney had reviewed Andover's policy. <br /> <br />City Administrator Norman replied that he had not reviewed it in great detail. <br /> <br />Community Development Director Frolik noted that the Council currently has the authority to <br />revert a zoning back to its original zoning. <br /> <br />City Council/May 6, 2002 <br />Page 4 of 18 <br /> <br /> <br />
