CC Regular Session 4. 17. <br />Meeting Date: 01/09/2018 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution #18-013 Rescinding Award of Contract for Improvement Project #17-13, Potassium Street <br />Cul-De-Sac Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #18-013 rescinding the Award of Contract for Improvement Project <br />#17-13, Potassium Street Cul-De-Sac Improvements. <br />Background: <br />The segment of Potassium Street north of old Nowthen Boulevard is a gravel road with no outlet which the City has <br />maintained for decades, including the turn -around area on 15641 Potassium Street. <br />This property was recently sold and the new owners posted "No Trespassing" signs on the south edge of their <br />property, contending the public has no right to use their property to turn around on. These signs caused Ace Solid <br />Waste to inform its customers along Potassium Street that they would no longer serve their properties since they <br />could not safely turn their trucks around at the north end of Potassium Street. <br />Following numerous meetings and discussions with the new property owners, they offered to pay a maximum of <br />$8,050 of the cost to construct a temporary cul-de-sac contingent on several factors, including that the cul-de-sac <br />would not be located on their property, and that the cul-de-sac could be constructed by December 31, 2017. <br />During this process, Staff solicited quotes from local contractors on three separate occasions. Based on the last <br />request for quotes, Staff received a single quote from Dave Perkins Contracting, Inc. in the amount of $34,877. On <br />October 24, 2017, the City Council accepted the quote and awarded a contract for construction to Dave Perkins <br />Contracting in the amount of $34,877. <br />Notification: <br />Notifications were not required for this case. <br />Observations/Alternatives: <br />Observations: <br />Before construction could begin, easements needed to be acquired from two property owners. Staff met with the <br />property owners to discuss easement acquisitions and during these discussions the two property owners said they <br />would prefer to wait to see if the proposed Shade Tree Cottages plat would allow Potassium Street to connect to the <br />stub street to the north, thereby removing the need to construct the temporary cul-de-sac. <br />In December, Public Works Staff constructed a temporary T-style turn -around west of Potassium Street near the <br />north end using some of the crushed concrete and bituminous stockpiled on the future Public Works site. This work <br />was done to provide a place for Ace Solid Waste's trucks, as well as other large vehicles, to turn around in. Once <br />the temporary turn -around was constructed, Ace sent a truck out to test it and found it to be acceptable so no <br />interruptions in trash service should occur moving forward. <br />Staff since contacted Dave Perkins Contracting to discuss the fact that construction of the temporary cul-de-sac is <br />
