Our Mistioi}: To work together to reipoiibly grew our comma nityr, and to provide quality, cent-oliBcdwe, and efficient government services. <br />CC Regular Session 6. 1. <br />Meeting Date: 01/09/2018 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Public Hearing - Adopt Resolution #18-012 Accepting Feasibility Report and Ordering Plans and Specifications for <br />Improvement Project #18-03, 2018 Street Overlay Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #18-012 accepting Feasibility Report and ordering Plans and <br />Specifications for Improvement Project #18-03, 2018 Street Overlay Improvements. <br />Background: <br />Numerous public street segments have Pavement and Surface Evaluation Rating (PASER) values between 3 and 5, <br />indicating they are good candidates for receiving pavement overlay improvements. Overlaying the streets identified <br />within the attached Feasibility Report in 2018 will allow the City to maintain these streets in the most cost-effective <br />manner throughout the serviceable life of the streets. <br />The Feasibility Report includes maps showing the specific street segments proposed to receive bituminous <br />pavement overlay improvements in 2018. These street segments are located in the following developments: <br />• Northfork <br />• Northfork Oaks <br />• Northfork 2nd Addition <br />• Northfork 3rd Addition <br />• Northfork Itasca Shores <br />• The North Forty 2nd Addition <br />• The North Forty 3rd Addition <br />• Woodland Green <br />The City of Ramsey's Special Assessments Policy allows 25-percent of eligible overlay project costs to be assessed <br />against benefiting properties. Per Council approval and direction, Staff prepared a Feasibility Report for the <br />proposed 2018 Street Overlay Improvements. This allows special assessments to be considered as a funding source <br />per the requirements of the City's Special Assessment Policy, Chapter 8 of the City Charter, and Minnesota Statute, <br />Chapter 429. Copies of each document are attached. <br />The proposed improvements are designated as City Improvement Project #18-03, 2018 Street Overlay <br />Improvements. <br />Notification: <br />
