CC Regular Session <br />Meeting Date: 01/09/2018 <br />Submitted For: Tim Gladhill, Community Development <br />By: Eric Maass, Community Development <br />7. 4. <br />Information <br />Title: <br />Adopt Resolution #18-016 Approving Sketch Plan for Affinity at Ramsey (Project #17-142); Case of Inland Group <br />Purpose/Background: <br />The City has a purchase agreement in place to sell about four (4) acres of land adjacent to Municipal Plaza for a <br />proposed residential apartment building (intended for 55+). The City has received an application for Sketch Plan <br />review of a new, 173-unit apartment building at the southwest corner of Ramsey Parkway and Center Street (the <br />"Subject Property"). The project would serve the 55+ demographic. <br />Notification: <br />No additional notification is required as a result of a sketch plan review; however Staff did notify residents within <br />700 feet of the Subject Property of the sketch plan review. A full public hearing will be held at the time of <br />Preliminary Plat. <br />Observations/Alternatives: <br />The Developer is asking for confirmation/approval of the footprint of the building before proceeding with final site <br />design. This is the normal progression of development review. The City Council does not ordinarily review projects <br />at Sketch Plan phase; however, the Developer requested better certainty in the layout before completing next plan <br />set requirements. <br />Funding Source: <br />All costs associated with this request are the responsibility of the Applicant. <br />Recommendation: <br />The Planning Commission will review the proposed sketch plan at its January 4th meeting. Since meeting minutes <br />will not yet be available from that meeting, Staff will provide an update to the City Council as to the feedback <br />provided to the Applicant by the Planning Commission. <br />The Developer is requesting confirmation that the City agrees to the footprint of the building before they complete <br />additional design. The Staff Review Letter is attached for review.
