Principal Planner Trudgeon explained that it seemed that the two trees per unit and six shrubs per <br />tree seemed to be a standard. <br /> <br />Councilmember Anderson noted that two trees per unit would be 84 trees. <br /> <br />Mayor Gamec inquired if the developer would be willing to plant 84 trees. <br /> <br />Mr. Strandlund replied that he would be willing to do so if they will fit. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to approve of the preliminary <br />plat of Alpine Meadows subject to compliance with the City staff review letter dated January 31, <br />2002, revised March 28, 2002, and the incorporation in the development agreement the placing <br />of 65 trees in the plat, which exceeds the minimum requirement of City Code. <br /> <br />Further discussion: Councilmember Hendriksen questioned the distance from the townhomes to <br />the existing homes. Principal Planner Trudgeon replied approximately 40 feet from the rear of <br />the property line to the physical structure. Councilmember Hendriksen inquired as to how close <br />a deck can be to the property line. Principal Planner Trudgeon replied that a deck cannot be <br />closer than five feet to the lot line. Councilmember Hendriksen stated that there is 40 feet to the <br />wall of the building and in an extraordinary circumstance, they could have a deck within 5 feet. <br />He inquired as to what type of buffering was being proposed. City Engineer Jankowski noted <br />that there is a storm water line that runs behind the units that would prohibit a structure from <br />being constructed within the easement. Principal Planner Trudgeon explained that the plans are <br />showing some landscaping along the stretch and the developer will be discussing with the <br />residents to see if they would prefer the landscaping or a fence. Mr. Strandlund noted that they <br />will be constructing ten-foot decks. Councilmember Hendriksen expressed concern that they <br />have not done a good job of protecting the quality of life in Ramsey. Councilmember <br />Zimmerman inquired as to what issues the state highway department has with the development. <br />City Engineer Jankowski replied that there are no concerns because it only pertains to a certain <br />distance of setback to a trunk highway along state aid roads, which Fluorine Street is not. Mayor <br />Gamec requested that the tree requirement be amended to 70 trees. <br /> <br />Motion was amended to require the placement of 70 trees. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councilmembers Hendriksen, and Zimmerman. <br /> <br />Case #5: Request for Site Plan Review of Alpine Meadows; Case of Eight. y Seven LLC <br /> <br />Principal Planner Trudgeon stated that Eighty-Seven LLC has applied for site plan review of a <br />42-unit townhome development. The property is generally located in the southwest quadrant of <br />T.H. #47 and 153Ta Avenue NW and the fee title owner is Blaine Edmundson. The subject <br />property is zoned R-3 Urban Residential District, which, allows up to seven dwelling units per <br />acre. The property is approximately 8.7 acres in size.
