REQUEST FOR ON-SALE LIQUOR LICENSE; <br /> CASE OF ON THE GREEN RESTAURANT <br /> By: Mike Auspos, Police Chief <br /> <br />Background: <br /> <br />Mr. Wilbur F. Dorn, Jr. and Mr. Thomas W. Anderson, officers of RRM <br />Enterprises, Inc., have applied for an on-sale and Sunday liquor license for <br />the On the Green Restaurant at 16659 St. Francis Blvd. N.W. <br /> <br />Observations: <br /> <br />RRM Enterprises, Inc. is a corporation registered with the State of Minnesota <br />and has Mr. Wilbur F. Dom, Jr. and Mr. Thomas W. Anderson as officers. Both <br />of these individuals have no criminal record and neither has ever had a liquor <br />license revoked or suspended. The Liquor Control Commission has no record of <br />either person. ~_~ <br />The real estate taxes on the parcel for which the license is requested are paid <br />up to date and there is no conflict with the parcel in regards to distance from <br />churches or schools. While the square foot area required by ordinance (2,500 <br />square feet) is met, 1,000 square feet of the total is for an open deck around <br />the outside perimeter of the building making a total for inside dining area of <br />1,900 square feet. The required seating spaces (120) is satisfied by the <br />spaces in ~-{~ternal dining rooms (134). <br /> <br />As to zoning, the PUD final plat for Rum River Hills, by its reference to <br />commercial development and the recognition of the possible expansion of the <br />clubhouse to a lounge with an on-sale liquor license, appears to place the <br />facility in a general commercial area and thereby satisfies ordinance <br />requirement. <br /> <br />The present valuation of the property as of November 17, 1988 is $189,000. The <br />applicant states that there will be $20,000 invested in leasehold improvements <br />which will then put the valuation over the $200,000 ordinance specification. <br /> <br />The financing for the project has been reviewed and comes from local sources, <br />those being The Northern Bank, the current owner of On the Green Restaurant, <br />and the landlord of Rum River Hills. It should be mentioned, however, that at <br />this time the financial arrangements with The Northern Bank are only tentative. <br /> <br />Since the arrangements for a general manager for the establishment have not yet <br />been finalized, that person's name will not be a part of this record, but the <br />individual in consideration has no criminal record or previous liquor license <br />problems with the State (no showing of previous licensure). <br /> <br />The annual license fee has not been paid at this time and, as is allowed by <br />ordinance, will be computed 90 days after approval of the license by the City <br />Council or when the building is ready for ~cupancy, whichever is sooner. The <br />investigation fee of $250 has been paid by the applicant. <br /> <br />Enclosed are the following items for your information: <br /> <br />a) Application <br />b) Plat plan <br />c) Upper and lower level building plans <br /> <br /> <br />
