CASE ~12: <br /> <br />APPROVE OF JOINING THE MINNESOTA <br />POLICE RECRUITMENT SYSTEM (MPRS) <br />By: Mike Auspos, Pollce Chief <br /> <br />Background: <br /> <br />The Council has approved the addition of two positions to the Police <br />Department. One is for a detective and the other is for an additional officer <br />for "B" shift coverage. In the past we have hired persons by word of mouth <br />through other agencies or by non-solicited applications. While this has been <br />effective, it has usually resulted in hiring experienced officers at a higher <br />rate of pay to start. Most of the applications from beginners (no experience) <br />have been from persons who are not yet licensable. Also, we have been open, <br />possibly, to challenges about equal employment opportunities in the past by not <br />advertising for positions. If we do advertise, we can expect 200 or more <br />applications to process and arrange for testing and interviews. At this time, <br />since the State no longer provides tests for entrance level police officers, <br />don't know where we would find a valid, "court-safe" test. If we did, I am <br />sure the cost to purchase or lease the tests, administer them, and provide the <br />Staff time for the entire process would easily reach $I,000 to $1,500. <br /> <br />Enclosed for your information is an article from the Minnesota Cities <br />publication which explains the advantages of hiring through the Minnesota <br />Police Recruitment System (MPRS). Also enclosed is a proposed resolution for <br />your consideration. <br /> <br />Recommendation: <br /> <br />I would like to have the City join MPRS which is a quasi-governmental, joint- <br />powers organization comprised of over 40 communities in Minnesota. The yearly <br />fee to belong is $20 per sworn officer in the department and when an officer is <br />hired off the list of candidates provided by MPRS, the City pay'~ a fee of $700 <br />per placement. If action is taken now, we would become members as of January <br />1, 1989 if approved by the MPRS Board. <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt Resolution #88- authorizing participation in the Minnesota Police <br />Recruitment System (MPRS), authorizing the Mayor and City Administrator to <br />execute, on behalf of the City, the Joint and Cooperative Agreement, and <br />designating the Chief of Police and City Administrator as the City's <br />initial Director and Alternate Director, respectively, in the MPRS. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney <br />Engineer <br />CoMmunity Development Director <br /> <br />Chief. of Police <br />Finance Officer <br />Public Works Superintendent <br />Other <br /> <br />Iol <br /> <br /> <br />
