City Planner/ <br /> Di rector HRA <br /> <br />Annandale, Minnesota <br /> <br />9/78 - 10/7~ <br /> <br />Job Description: <br /> Community Planning - The preparation and continual updating of the <br /> Comprehensive Plan including planning elements of population, <br /> economics, transportation, housing land use, open space and <br /> community facilities (e.g., water, sanitary and storm sewer), <br /> as well as, administration and enforcement of Zoning and <br /> Subdivivision platting, excavation and land reclamation, and <br /> orderly annexation. Preparation of plans and administration <br /> of development activities associated with the Annandale Park <br /> System, Sanitary Sewer System~ Storm Water Management Program~ <br /> Street improvements and Government and Community facilities. <br /> Prepare tourism information and the industrial development plan: <br /> contact and meet the representatives of industries interested in <br /> the city. Serve as advisor to the Mayor, City Council and the <br /> Planning and Zoning Commission and other Civic groups, <br /> organizations and individuals on planning and development <br /> policies and programs. Investigate and develop funding <br /> alternatives including the preparation and administration of <br /> grants and loans applications for the city. Establish and <br /> maintain personal contact with local, county, regional, state, <br /> and federal agencies. Represent the City at public meetings, <br /> hearings, and conferences as required. Compile, analyze, and <br /> interpret data affecting planning and development. Coordinate <br /> development and redevelopment activities associated with city <br /> plans, programs and projects, as well as, compliance with <br /> federal, state, or other program regulations and requirements. <br /> <br />City Administration - Preparation, administration, and <br />management of City Personnel Policy and employees, Coordination <br />of all Public Works activities. Coordination and adimistration <br />State Garden Cities Project (only two such projects in the State}, <br />and Minnesota Shade Tree Program. Administration of~ ail public <br />employment programs (e.g., CETA Title VI, CETA Title Sp VI, <br />CETA Title IIB, WEP, and Youth Programs}. <br />Direct supervision and review of planning assistant and <br />secretarial staff. <br /> <br />Housing and Redevelopment Authority - All administrative <br />responsibilities and duties of the executive director. <br />These duties included preparation of all necessary documents <br />required to organize and establish a HRA. Creation, <br />implementation, and administration of two tax increment districts. <br />Necessary activities in the conduct and guidance of the membership <br />of the Authority. <br /> <br /> <br />
