SECTION PRE-COLLECTION AND COLLECTION <br /> <br /> Subd. 1 Residential Pre-Collection and Collection. For all <br />persons who are owners, lessees, or occupants of any residential <br />building wherein there are four (4) or fewer housing units (and who <br />are participating in the recycling program), recyclable materials <br />shall be separated from mixed municipal waste in accordance with <br />rules, regulations and procedures as adopted by the city for the <br />separation of recyclable materials from mixed municipal waste. <br /> <br />Subd. 2 Recyclables. <br /> <br /> a) Paper recyctables shall be bundled separately and/or <br />secured in such a manner as to prevent them from being blown or <br />scattered and shall be maintained in as dry a condition as <br />practicable free of any other substance and shall be placed in <br />the bottom of the recycling container or beside the container. <br /> <br /> b) Aluminum recyclables shall be clean of all contents and <br />such recyclables shall be placed in the recycling container. <br /> <br /> c) Glass recyclables shall be clean of all contents and <br />such recyclables shall be placed in the recycling container. <br /> <br /> d) Metal recyclables shall be clean of all contents and <br />such recyclables shall be placed in the recycling container. <br /> <br />Subd. 3. Recvc!ablesr. Container Recuirements. Containers <br />provided by the City of Ramsey in order to meet the re_cuirements <br />of this Chapter shall be: <br /> <br /> a) maintained in a clean and sanitary condition in <br />accordance with all pertinent health statutes, ordinances, rules <br />and regulations; <br /> <br /> b) located in such a manner so as to prevent them from <br />being overturned or obstructing pedestrian or motor vehicle <br />traf=ic cr being in violation of any=~-~atute, ordinance, rule or <br />regulation; and <br /> <br /> c) a~! conta~n=-s for recvcl <br /> ' _._. a~ze material sha!i <br />an enc!ose~ area except on the day of co!!ecticn. <br /> <br /> ~) cn the day of collection, al! containers use{ for <br />collection of recyc!able materials shall be placed in a location <br />accessible to collectors by 7:00 a.m. <br /> <br />Subd. 4.
