Section 13.01. Department created. T~~~~ <br />police department for the City ~hall forthwith be <br />established as permanent and shall consist of~ Chief of <br />Police, and such other officers and members as may be <br />provided for by the council. <br /> <br /> Section 13.02. Appointments. The Chief of Police <br />shall be appointed by the council. All other appointments <br />to or promotions within the department shall be made as <br />provided by law. <br /> <br /> Section 13.03. Rank. The Chief of Police shall be the <br />head of the department and have supervision over all <br />officers and members thereof. <br /> <br /> Section 13.04. Duties of Chief. The Chief of Police <br /> shall keep such records and make such reports concerning the <br /> activities of his de_~artment as may be required by Statute <br /> or by the Ci__~y__~~. The Chief shall be responsible for <br />C~_~th~ance 5~--~ha police department of its functions, <br /> and all persons who are members of the police department <br /> shall serve subject to the orders of the Chief of Police. <br /> <br /> Section 13.05. Duties. It shall be the duty of the <br />officers of the police department to see to the enforcement <br />of all of the ordinances of the city and all statutes <br />applicable therein, and to preserve order and prevent <br />infractions of the law and arrest violators thereof. <br /> <br /> Section 13.06. Conduct of Members. It shall be the <br />dutylof every member and officer of the police department to <br />conduct himself or herself, in a proper-and law abiding <br />manner, at all tim~s. Each member and officer of the <br />department shall obey the orders and directions of his/her <br />superior. <br /> <br /> Section 13.07. Rules and Regulations. The Chief of <br /> the police department may make or prescribe such rules and <br /> regulations as he/she shall deem advisable, such rules, when <br /> approved b~th_~, shall be binding on such officers <br /> ~Trd--members. Such rules and regulations may cover, besides <br /> the conduct cf the officers and merbers, uniforms and <br /> equipment to be worn or carried, hours of service, vacation, <br /> and~_~l other similar matters necessary or desirable for the <br />~te~e~iclency o~ ~he <br /> <br /> Section 13.08. Equal Opportunity. In making <br /> appointments to the police department,'no person shall be <br /> deprived of an opportun{tv to serve on the police department <br /> because of race, religion, skin color, national origin or <br /> sex. No arbitrary rules on height, weight, cr achievement <br /> of strength unrelated to job needs shall be imposed. No <br /> handicapped person shall be denied, merely by virtue of <br /> being handicapped, appointment to a position on the police <br /> ae~=~men~' .--~ ~ which the handicapped. .person is competent, to <br /> fill. <br /> <br /> <br />
