10 Minutes CASE ~18: <br /> <br />OPERATING HOURS FOR BILLIARD/ <br />AMUSEMENT CENTER ESTABLISHMENTS <br />By: Mike Auspos, Chief of Police <br /> <br />Background: <br /> <br />There exists a discrepancy in the hours of operation at the current <br />establishments that offer billiards and amusement games. In the interest of <br />fairness to license holders and for efficiency of enforcement, short of any <br />extenuating circumstances which would require otherwise, hours of operation <br />should be the same for all such businesses. Current hours of operation for <br />three area businesses holding billiards and amusement center licenses are as <br />follows: <br /> <br />The Place: <br /> <br />Sunday through Thursday - 11:00 a.m. to 12:00 midnight <br />Friday and Saturday - 11:00 a.m. 1:00 a.m. <br /> <br />Cue Time: <br /> <br />Sunday through Thursday - 12:00 noon to 12:00 midnight <br />Friday and Saturday - 12:00 noon to 3:00 a.m. <br /> <br />Chips on 10: Sunday - 12:00 noon to 11:00 p.m. <br /> Monday through Thursday - 12:00 noon to 10:00 p.m. <br /> Friday and Saturday - I0:00 a.m. to 1:00 a.m. <br /> <br />These hours are the hours listed on the amusement center application form, as <br />the applicant wishes them to be. The billiards license form does not ask for <br />hours of operation; however, since the amusement center license includes pool <br />tables on its application form as devices, it would appear that the amusement <br />center hours would cover the billiards portion also. <br /> <br />As can be seen, the hours vary for all three establishments and appear more to <br />be the hours the applicant expects to be open rather than parameters set down <br />by the City since, in the case of Cue Time and Chips on 10, the licenses were <br />approved in the consent agenda without Council comment. <br /> <br />The Pc!ice Department has had minimal calls for service to these places and I <br />have talked to the owner of Cue Time. He tells me that they have not <br />experienced a "bar crowd" clientele after 1:00 a.m. until closing at 3:00 a.m. <br />and have had no problems there. Our records confirm this, although they have <br />cn!y been open for a short time. <br /> <br />The conclusion is that the City should desiznate some hours cf operation for <br />these es ..... sn_ents, setting opening and closing hours. <br /> <br />Enclosed is pare cf Ordinance ~88-6 entitled "Health, Safety and We!f-re'' <br />regarding curfews. Also enclosed is ' = .... ~ ~_ <br /> zn~o.==~on on the three above businesses. <br /> <br />Reco~_mendation: <br /> <br />Ramsey~s curfew ordinance, for all intents and purposes, limits the hours that <br />the establishments in question can serve those covered by the curfew. Since <br />they make uo the majority of customers for those places, at least insofaras <br />the video games are concerned, practical Business considerations would contro <br />hours cf operaticn usually. <br /> <br /> <br />
