TO: <br /> <br />MEMORANDUM <br /> <br />Mayor and Councilmembers <br /> <br />FROM: Dave Hartley, City Administrator <br /> <br />RE: Update to City Council Agenda of October 25, 1988 <br /> <br />DATE: October 21, 1988 <br /> <br />Since the preparation of the agenda for the City Council meeting of October 25, <br />1988, additional and useful information has become available as follows: <br /> <br />PERSONNEL COMMITTEE REPORT: <br /> <br />The Personnel Committee recommends to the City Council that the following rates <br />be approved for payment to the firm of Randall, Dehn, and Goodrich and City <br />Attorney William Goodrich: <br /> <br />Prosecution: <br />Civil Matters: <br />Meeting Attendance: <br />Non-City Business: <br /> <br />$60.00 per hour <br />$75.00 per hour <br />$100.00 per meeting <br />$100.00 per hour <br /> <br />The Personnel Committee further recommends that the rate charged to applicants <br />and other persons requesting legal services via the City Attorney shall be <br />billed at the rate of $80.00 per hour to cover the City's billing costs and the <br />fees paid to the City Attorney to be present at meetings. <br /> <br />The Personnel Committee also interviewed applicants for the position of <br />Community Development Director and recommends that the position be offered to <br />Mr. Mark Banwart at a starting rate of $28,000 per year and a starting date of <br />November 1, 1988. Mr. Banwart will be present at the City Council meeting if <br />Councilmembers have further questions. Enclosed is a copy of Mr. Banwart's <br />application and resume. <br /> <br />CHARTER AMENDMENT: <br /> <br />The City of Ramsey Charter Commission met on Thursday, October 20, 1988 and <br />reviewed the status report on the proposed amendment to the City Charter <br />including a chapter entitled "Police Department". After their review, the <br />Charter Commission suggested amendments to the proposed Charter amendment and <br />requests that the City Council unanimously adopt the revised proposed Charter <br />amendment. Reasons which were given were that the Charter amendment would not <br />be inconsistent with the City Charter and that by adopting the amendment the <br />City of Ramsey could forego the cost of a special election. Enclosed is a copy <br />of the proposed Charter amendment. <br /> <br />CONDITIONAL USE PERMIT REQUEST OF WASTE MANAGEMENT OF MINNESOTA, INC.: <br /> <br />Mr. Don Otter of Waste Management of Minnesota, Inc. contacted City <br />Administrator Dave Hartley via telephone and requested that Waste Management of <br />Minnesota, Inc.'s conditional use permit request be withdrawn from the City <br />Council agenda until some future date. The City Council may, at WMMI's <br />request, table this item. However, the Council should recognize that the <br />City's zoning regulations require that an action be taken by the City Council <br />within 30 days after receipt of the conditional use permit request from the <br />Planning and Zoning Commission (before November 25, 1988).
