Smith <br />Memorandum <br />To: Brian Davis, Metropolitan Council <br />From: Bill Davis, Jodi Polzin, CDM Smith <br />Date: November 10, 2017 <br />Subject: Water Efficiency Project - Preliminary Community Screening <br />This memo outlines the data processing steps used to screen municipal water systems <br />("communities") to identify potential candidate communities for economic analysis of potential <br />peak demand reduction. <br />The objective of the community screening process is to identify municipal water systems with the <br />following characteristics: <br />• A high percentage of residential water use <br />• A high residential gallon per capita per day (gpcd) rate of use <br />• A high summer peak month to winter average water use ratio <br />• A high projected population growth from 2017 to 2040 <br />• A high number of estimated new wells needed by 2040 <br />This memorandum describes the data and process to screen communities for these five <br />characteristics. <br />Data Sources <br />Four data files were provided by Metropolitan Council for use in this screening process: <br />1. MPARS_Inventory_20170607.xlsx - This file contains 584 records in which each record <br />represents an annual report for a water system. The data fields include: <br />• Permit Number <br />• Landowner Name <br />• County <br />• Year <br />• Population Served <br />
