Mayor Pro Tern Zimmennan stated more enforcement is really the best that can be done at this <br />time. <br /> <br />Assistant Public Works Director Olson inquired if the motorbike ordinance is still being <br />discussed. <br /> <br />Police Chief Way replied there is a new public nuisance ordinance that was adopted about two <br />months ago, but he cannot see where it would come into play in this area. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee in Case No. 1 and direct the Police <br />Department to work with the senior apartments residents to focus enforcement activities to <br />abate excess noise. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tern Zimmerman, Councilmembers Elvig, Cook, <br />Kurak, and Pearson. Voting No: Nonel Absent: Mayor Gamec and Councilmember <br />Strommen. <br /> <br />2) Consider Highway 10 Median Closures <br /> <br />Assistant Public Works Director Olson indicated MnDOT has released plans for the 2005 <br />overlay projects. As part of this work MnDOT would like to remove several of the more <br />problematic median openings. MnDOT recommended six medians for closure. There were <br />numerous discussions with citizens, including an open house and the Public Works meeting. <br />The four medians recommended for closure by staff are Tungsten Street, Llama Street, Midway <br />between Traprock Street and Armstrong Boulevard, and the crossing west of Beatty Street. <br /> <br />Assistant Public Works Director Olson stated there was extensive discussion on the Feldspar <br />mcdian opening. This intersection carries a lot of Recreational Vehicles (RV) traffic and the <br />property owners that would be affected stated that there would be significant hardship and <br />safcty concerns with the closure of that median. Staff was directed to continue to work with <br />MnDOT and the property owners betwe~en Ramsey Boulevard and Sunfish Lake Boulevard to <br />find an acceptable solution. <br /> <br />Motion by Mayor Pro Tem Zimmerman, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee in Case No. 2 and direct staff to send a letter <br />of support for the closure of the following medians on Highway 10 and to continue to work <br />with MnDOT and property owners between Ramsey Boulevard and Sunfish Lake Boulevard <br />and that the Councihnembers go out and review these particular intersections, especially Llama <br />Street and Tungsten Street. <br /> · Tungsten Street <br /> · Llama Street <br /> · Midway between Traprock Street and Armstrong Boulevard <br /> · The crossing west of Beatty Street <br /> <br />City Council/December 14, 2004 <br /> Page 16 of 33 <br /> <br /> <br />
