The direction at that
time was that the costs to design this project were to be paid for from the respective enterprise
funds and when and if the project was approved the funds would be reimbursed with the bond
proceeds. On December 6, 2004, staff was directed to contact Oakwood Land Development to
ask about consideration for partial payment of the EAW necessary for the sewer extension
project. John Peterson, owner of Oakwood Land Development has agreed to pay the entire cost
of the EAW for the necessary extension, however, would like to be reimbursed in the event the
project moves forward.

Assistant Public Works Director Olso_n advised staff recommends that City Council authorize
hiring Bolten and Menk for preparation of the Environmental Assessment Worksheet for a cost
not to exceed $24,600.

Motion by Councilmember Cook, seconded by Councilmember Pearson, to authorize the hiring
of Bolton and Menk to prepare an Environmental Assessment Worksheet for an amount not to
exceed $24,600.
