Mr. Voss noted that the peak hours for the coffee shop are not the peak hours at the grocery store, <br />so they feel traffic will be able to flow. <br /> <br />Chairperson Nixt suggested a concert barrier be constructed so cars could not turn right and <br />would stack to the south. <br /> <br />Assistant Community Development Director Trudgeon indicated Staff has discussed that option <br />and agrees. <br /> <br />Commissioner Brauer indicated if the entrance is moved parallel to the second parking row <br />people would be able to back up without worrying about cars coming out of the drive-thru. <br /> <br />Commissioner Van Scoy questioned if this option would still be available after the building <br />expansion. <br /> <br />Mr. Voss stated they have enough room to re-route traffic and put a small cul-de-sac in the area <br />to turn the traffic around. <br /> <br />Commissioner Brauer suggested that Staff and the applicant work out the traffic flow based on <br />the Planning Commission's concerns. <br /> <br />Chairperson Nixt indicated that to Commissioner Van Scoy's point, when this is brought back to <br />the Commission he would like to see a cross hatch showing the site when expanded to full <br />capacity and the traffic pattern at that time. He asked if the applicant was okay with continuing <br />this to allow time to work with Staff. <br /> <br />Mr. Voss indicated they are working toward land closing and this puts the company at risk to <br />close prematurely. <br /> <br />Commissioner Brauer indicated there are two pieces involved; the drive-thru and the actual site <br />plan. He stated if the Planning Commission says a drive-thru is okay the applicant should be <br />able to proceed while the site plan is worked out. <br /> <br />Chairperson Nixt indicated his concern is that the drive-thru is tied to the site plan, and he wants <br />to see how the applicant can work with the site limitations. <br /> <br />Motion by Commissioner Brauer, seconded by Commissioner Jeffrey to recommend that City <br />Council adopt Findings of Fact favorable to the applicant relating to Ramdance LLC's request for <br />a Conditional Use Permit to operate a drive-thru for restaurant operations associated with the <br />proposed Pond Building Ramsey Town Center 3rd Addition. <br /> <br />Commissioner Van Scoy asked Chairperson Nixt if his primary concerns are that as it sits there <br />would be stacking issues. <br /> <br />Planning Commission/December 2, 2004 <br /> Page 4 of 19 <br /> <br /> <br />
