Councilmember Elvig asked how the water that is potentially coming from the northwest going <br />through the 3rd Addition is being treated now. <br /> <br />Assistant Public Works Director Olson replied the water is not being treated, as it currently does <br />not have an outlet to the Mississippi River. As a contingency of creating a new outlet to the <br />Mississippi River there were concerns raised by U.S. Fish and Wildlife, the DNR, and the Soil <br />and Water ConseFvation District. Staff stated they are accepting those comments and will do <br />their absolute best to treat the water a number of times before it gets to the area that will <br />discharge into the Mississippi River. That is why staff has taken the stance that everything that <br />occurs in the outlot that gets final ptatted needs to have pretreatment, besides the regional <br />stormwater system that is created. The area to the north and west of this plat originally went <br />through Town Center 3rd Addition southwest pond, but with the reroute it now goes through the <br />City pond just south of the railroad tracks and north of Highway 10 'that was recently <br />constructed, and will go under Highway 10 and eventually to the river. <br /> <br />Councilmember Elvig clarified Assistant Public Works Director Olson's sense is the City did not <br />have the problem of the water getting to the MissiSsippi River without treatment before the <br />project, and hence they stand their ground on the master developer, secondary developer, or both <br />being responsible for the pretreatment of the water. . <br /> <br />Councilmelnber Cook commented in the other agreement with the master developer things were <br />cleared up quite a bit for Shingobee Development. They discussed the road construction, which <br />has been changed so the burden is removed. In earlier discussions they also worked with <br />Shingobee on the gas pumps and reduced costs. It is to the point where this has to be worked out <br />between the secondary and primary developer. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Kurak, to approve the proposed <br />Development Contract, which also acts as the Development Permit, relating to the final plat <br />approval of Ramsey Town Center 3~ Addition, with the caveat that if it is determined that there <br />is drainage coming from the west of Armstrong Boulevard that is not due to Ramsey Town <br />Center 3rd' Addition, the City is willing to negotiate on a portion of the funding for the <br />stormceptor. <br /> <br />Motion carded.
