Absent: Commissioners Johnson and Watson. <br /> <br />CITY COUNCIL MINUTES <br /> <br />1) <br /> <br />City Council Regular Meeting Minutes dated October 12, 2004 <br />City Council Regular Meeting Minutes dated October 26, 2004 <br /> <br />The City Council minutes were noted. <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Conditional Use Permit to Operate a Restaurant Drive-thru <br />Window in the TC-2 Zoning District; Case of Ramdance, LLC <br /> <br />Presentation <br /> <br />Assistant Community Development Director Trudgeon advised that the subject building is <br />referred to as the Pond Building and is the fourth and final building proposed for Lot 1 of <br />Ramsey Town Center 3rd Addition. He indicated the other-three buildings are Coborn's grocery <br />store, Gateway Retail Building, and Corner Retail Building. He stated the site plan proposes to <br />include a drive-up window for the convenience of itinerant customers. He indicated that in the <br />TC-2 District this requires a Conditional Use Permit. <br /> <br />Assistant Community Development Director Trudgeon explained that the Ramsey Town Center <br />project is designed to be a mixed-use, pedestrian friendly development. He stated that Uses with <br />drive-thrus have a potential to be incompatible with the intent of the Ramsey Town Center, and <br />therefore are only permitted as a conditional use. <br /> <br />Assistant Community Development Director Trudgeon advised that City Staff has some-concerns <br />that the east side of the route providing the most direct access from Sunwood Drive to the general <br />parking lot and the drive-up window anticipates parking vehicles along a main traffic lane. He <br />stated that in addition, there are some concerns for traffic conflicts in the parking lot where the <br />drive-up window will be located. He indicated that Staff also needs to know what type of <br />restaurant or facility would be located here, which will help Staff make some decisions and find a <br />traffic plan that will work.
