CASE #: q <br /> <br />Background: <br /> <br />REQUEST FOR 'SKETCH 'PLAN APPROVAL OF <br />SHADE TREE COTTAGES; <br /> CASE OF SHADE TREE COMMUNITIES, LLC <br /> By: Megan Wald, Associate Planner <br /> <br />Shade Tree Communities, LLC applied for sketch plan review to create a residential Planned <br />Unit Development ~?UD) subdivision consisting of single family and detached townhome units <br />on the property generally located west of Potassium Street and east of Nowthen Blvd. (County <br />Road 5). <br /> <br />The following items are enclosed for your information: <br /> <br />a) s~te location map <br />b) Sl<etch plan <br />c) City StaffReview Letter dated December 3.0., 2004 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />adopted a policy requiring notification of a prgposed subdivision be sent out to residents within <br />350 feet of the subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property. <br /> <br />0 bservations: <br /> <br />The subject property is 28 acres in size and zoned R-1 Single Family. City Code restricts density <br />to three units per acre or up to four units per acre through a PUD. The sketch plan is proposing to <br />plat the property into 10 single family lots and 28 detached townhome units for a density of 2.8 <br />units per acre. Single family lots are permitted within the R-1 District and townhome units are <br />permitted through a PUD. The subject property will need to be rezoned to PUD and the required <br />rezoning application will need to be submitted in conjunction with the preliminary plat submittal. <br /> <br />All the proposed lots appear to meet urban single-family standards for lot width, size, and <br />frontage on a public road. The preliminary plat will need to clearly identify and comply with <br />these requirements. City Code requires all PUD subdivisions to be subject to site plan review. <br />Staff will refer to the standards established in the R-2 District when reviewing setback and <br />dimensional requirements on the site plan. The required site plan submittals should be Submitted <br />in conjunction with the preliminary plat application. <br /> <br />The sketch plan is proposing to gain access from Potassium Street and Radium Street. The <br />subdivision is complying with City Code by connecting to 'Radium Street, which is located <br />within an existing residential neighborhood. The City has also received, a sketch plan application <br />~'or the development of the property located to the east of the subject property; Rum River <br />Meadows. It is important to coordinate street layout and connections between Shade Tree <br />Cottages, Rum River Meadows, and the existing neighborhood to the north. It is staff's opinion <br />that the street layout should be revised to provide a more direct Radium Street connection from <br /> <br />25 <br /> <br /> <br />
