CASE #: .~ <br /> <br />REQUEST FOR 'SKETCH PLAN APPROVAL OF <br />RUM RIVER MEADOWS; <br /> CASE OF NATIONAL GROWTH, LLC <br /> By: Megan Wald, Associate Planner <br /> <br />Background' <br /> <br />National Growth, LLC submitted a sketch plan to develop a residential detached 'townhome <br />subdivision on the property generally located east of Potassium Street and-south of 157th Lane. <br /> <br />The following items are enclosed for your informatiOn: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staff Review Letter dated December 30, 2004 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />adopted a policy requiring notification of a proposed subdivision be sent out to residents within <br />350 feet of the subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The subject property is 10 acres in size and zoned R-1 Single Family. City Code restricts density <br />to three units per acre or up to four units per acre through a PUD. The sketch plan is proposing to <br />plat the property into 20 detached townhome units for a density of 3.2 units per acre. Townhome <br />units are permitted through a PUD. The subject property will need to be rezoned to PUD and the <br />required rezoning application will need to be submitted in conjunction with the preliminary plat. <br /> <br />City Code requires PUD subdivisions to be subject to the site plan process. Staff will refer to the <br />standards established in the R-2 District when reviewing setback and dimensional requirements <br />on the site plan. The required site plan application should be submitted in conjunction with the <br />preliminary, plat submittal. <br /> <br />The sketch plan is proposing to gain access from Potassium Street. Potassium Street is currently <br />an unimproved public street (i.e. gravel road). In order to facilitate development within Rum <br />River Meadows, Shade Tree Cottages (proposed sketch plan located to the west), and to better ' <br />serve existing residents along Potassium Street; it is to everyone's benefit to upgrade Potassium <br />Street to urban street standards and therefore discussions have been initiated regarding the City <br />participating in cost to upgrade the street. <br /> <br />The subdivision is showing a private street servicing the units. The sketch plan is being revised <br />to provide for a public street throughout the development. The sketch plan will need to be revised <br />to provide a connection to the south to allow for future development. City Code restricts cul-de- <br />sac /or dead end streets) to 600 feet. A variance will need to be processed in order to <br />accommodate the proposed street layout. <br /> <br />33 <br /> <br /> <br />
