Oakwood Land Development: St. Anthony Gun Club <br />December 29, 2004 <br />3of4 <br /> <br />Environmental Assessment Worksheet (EAW): Because more than 80 acres of' agricultural, <br />native prairie, forest, or naturally vegetated [and is b~ing converted to residential use, an <br />Environmental Assessment Worksheet (EAW) is required; The EAW is a requirement of the <br />preliminary, plat submittal. <br /> <br />Park DedicatiOn: The sketch plan will be forwarded to the Park and Recreation Commission at <br />their meeting in January,, 2005 for a preliminary review. The City has the option for land, cash or <br />a comb/nation thereof. It is expected that a formal Park Dedication recommendation will occur <br />once the preliminary plat is submitted.. <br /> <br />Trails: It is anticipated that a trail wilt be required,parallel to Variolite Street N.W. from the <br />northern boundary of the plat south t6 Alpine Drive N.W. It is also anticipated that an east/we~t <br />trail would be required through the neighborhood to provide a link in the trail system between <br />Elmcrest Park and Central Park. The Developer would receive credit for the portion of the trail <br />from the south plat boundary to Alpine Drive. <br /> <br />Trail Fee: The plat is subject to a trail fee and the 2005 rate is $550.00 per unit. It is anticipated <br />that the City, may desire completion of the Variolite trail from the south boundary o.f the proposed <br />plat to Alpine Drive. Development of this trail link would be eligible for credit against trail fees <br />due on the plat. <br /> <br />Landscaping: City Code requires two overstory deciduous or coniferous trees per single-family <br />lot. The compliment of trees fulfilling the' landscape requirements must-be at [east 25% <br />coniferous and 25% deciduous. The City can give credit for each significant tree retained against <br />the new planting requirement. <br /> <br />Tree' Preservation Plan: The City Council has adopted a Tree Preservation Ordinance that <br />applies to your proposed plat. A copy of the general requirements for a preliminary plat <br />submittal are enclosed tbr your inIbrmation. Staff is also aware that some preliminary oak wilt <br />control measures have been initiated on the site. A status report of those efforts would be helpful <br />as part of the preliminary plat submittal. <br /> <br />Site Contamination: The subject property fbr this development is the site of the St. Anthony <br />Gun Club, which has been documented to have contamination from lead shot and polynuclear <br />aromatic hydrocarbons (PAH's). The City has applied for a grant ~br an environmental cleanup <br />of [his site, with the understanding that all non-grant costs associated with the cleanup will be <br />borne by the developer of the property. :Approval of development of this site is contingent upon <br />the successful cleanup of these contaminants. <br /> <br />Stormwater Management Fee: A stormwater management fee must be paid for the new lots <br />being created.
