CASE #: ~ <br /> <br />REQUEST FOR SKETCH PLAN APPROVAL OF' <br />BROOKFIELD ADDITION; <br /> CASE OF OAKWOOD LAND'DEVELOPMENT <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Oakwood Land Development has applied-for sketch plan approval to develop 235 urban single <br />family residential lots on the property generally located west of Nowthen Blvd. and south of <br />Trott Brook. The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staff review letter dated December 30, 2004 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />recently adopted a policy requiring notification of a proposed subdivision be sent out to residents <br />within 350 feet of the subject property ,during sketch plan submittal. Staff attempted to notify <br />property owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />Oakwood Land Development is proposing to create 235 urban single-family lots on 179 acres <br />west of Nowthen Blvd. and south of Trott Brook. The property is currently located in the R-1 <br />Rural Developing district and the minimum lot size is 2.5 acres. Development of the property <br />with urban services depends on the outcome of the current Comprehensive Plan amendment <br />being processed to consider extension of urban services to the north of the current Metropolitan <br />Urban Service Area boundary. If the property is approved for development with urban services, <br />the net density, allowed under R-1 is three units per acre. The sketch plan reflects a g-ross density <br />of 1.3 units per acre. All of the proposed lots appear to meet urban single-family standards for <br />lot width, size, and frontage on a public road; net density and lot standards will be verified as a <br />part of the preliminary plat review. <br /> <br />There are substantial wetlands on the proposed plat that-will need to be delineated and <br />encumbered with drainage and utility easements on the preliminary and final plats. The grading <br />and drainage plan will have to be reviewed and approved by the Lower Rum River Water <br />Managemem Organization (LRRWMO). Trott Brook is a designated tributary of the Rum River, <br />and is subject to Scenic River and Shoreland Management requirements, specifically a 100-foot <br />setback for ail homes from the OHW of Trott Brook. Staff has sent the sketch plan to the DNR. <br /> <br />57 <br /> <br /> <br />
