PUBLIC HEARING
FOR ANINTE1LIM USE PEPdMIT TO ALLOW FOR
REQUEST
A TEMPORARY MODULAR OFFICE STRUCTURE
CASE OF CITY OF RAMSEY PUBLIC WORKS DEPARTMENT
By: Chris Anderson, Zoning Administrator

Background: "

CASE

The Ramsey Public Works Department has submitted an application for an Interim Use Permit to
place a temporary modular office structure on the same parcel as their existing facility. The Public
Works Department is in aced of more inside storage and therefore plans to convert'the existing office
space into additional storage and relocate those offices into the temporary modular office structure.

The following items are enclosed for your review:

a) Site location map ·
b) ' Site Layout
c) Proposed Findings of Fact
d) Proposed Interim Use Permit'

Notification:

State law requires notification to properties within 350 feet of the boundaries of the subject property
and property owners within that radius were notified.

0 bservations:

The Public Works Department would like to install a temporary modular office structure on their site
located on Jaspar Street to provide adequate office space for their staff as well as a lunch room and
training area. Staff has reviewed the site plan that was submitted along with the application. The
proposed location of the temporary modular office structure does not appear to impact any'of the
existing parking stalls on'site (the site plan shows that there are 19 stalls). The site plan indicates
that the temporary modular office structure will be connected to sewer and water to accommodate the
restroom facility.

The proposed location of the temporary modular office structure meets,and/or exceeds the mirfimum
required setbacks for the E-2 zoning district. However, the exact size of the structure has not been
determined. Therefore, Staff is requesting that a revised site plan be submitted prior to the City
releasing the building permit for the temporary modular office structure that accurately depicts the
location and size of the proposed structure. Due to the proposed location of the slructure, the access
to the site off of Jaspar Street will be closed. This area will be converted into green space with turf
and other landscaping. New curbing will be installed along Jaspar Street to facilitate the closing of
this access. Primary access to the site will now be from 142'a Ave.

The Public Works· Department is proposing to remove the temporary modular office structure once a-
new ofrice building is constructed. However, that timeframe is not known at this point. The
maximum duration of an Interim Use Permit is five (5) years from the date of approxml, unless
otherwise approved by the City Council.

65
